Royal Decree 19/2018 Declaring Public Benefit Status to the Project for Developing Darrah and Tibat Villages in the Wilayat of Bukha in the Governorate of Musandam

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78,

and in pursuance of public interest,

have decreed as follows

Article I

The project for developing Darrah and Tibat villages in the Wilayat of Bukha in the Governorate of Musandamspecified in the attached note and masterplanis hereby deemed a public benefit project.

Article II

Competent bodies may seize, through direct execution, real estate and land necessary for the aforementioned project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 18/2018 Establishing the Oman College of Health Sciences and the Higher Institute of Health Specialties and Issuing Their System

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 55/93 Regarding the Systems of Education Institutes of the Ministry of Health,

Royal Decree 48/2012 Establishing the Education Council and Issuing Its System,

Royal Decree 33/2013 Regarding the Medical and Allied Health Professions in Government Medical Establishments (Civil and Military),

and Royal Decree 36/2014 Determining the Competences of the Ministry of Health and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

A university college of health sciences named the "Oman College of Health Sciences", and a higher institute of health specialties named the "Higher Institute of Health Specialties" are hereby established, both subordinate to the Ministry of Health, and governed by the provisions of the attached system.

Article II

The Oman College of Health Sciences and the Higher Institute of Health Specialties have legal personality and enjoy financial and administrative independence. Their headquarters shall be in the Governorate of Muscat, and branches for them may be established in other governorates, after approval by the Education Council and the concerned bodies.

Article III

Competences, allocations, assets, rights, and records for each of: the Institute of Health Sciences, the Oman Assistant Pharmacy Institute, the Oman Institute of Public Health, the Oman Nursing Institute, the Oman Institute for Health Information Management, and the nursing institutes of the Ministry of Health in the governorates are hereby transferred to the Oman College of Health Sciences. The nursing institutes of the Ministry of Health in the governorates are hereby made branches for the college.

Article IV

Competences, allocations, assets, rights, and records of the Oman Specialised Nursing Institute of the Ministry of Health are hereby transferred to the Higher Institute of Health Specialties.

Article V

Administrative employees of the institutes mentioned in articles III and IV of this decree are hereby transferred to the Oman College of Health Sciences and the Higher Institute of Health Specialties with the same financial grades, and the provisions of the Civil Service Law shall apply to them. Faculty employees in these institutes are also transferred with the same financial grades.

Article VI

The grades, salaries, allowances, and periodic increments due to faculty employees at the college and the institute are determined in accordance with table 5 of the attached Annex 2 to the aforementioned Royal Decree 33/2013.

Article VII

The Oman College of Health Sciences and the Higher Institute of Health Specialties shall be subject to the laws, royal decrees, and regulations governing higher education in regard to that which is not governed by a special text in this decree and the system attached to it.

Article VIII

The Chairman of the Board of Trustees of the Oman College of Health Sciences and the Higher Institute of Health Specialties shall issue the necessary regulations and decisions for implementing the provisions of this decree and the attached system, and until they are issued, the provisions of the regulations and decisions in force continue to operate to the degree that they do not contradict with their provisions.

Article IX

The aforementioned Royal Decree 55/93 is hereby repealed as well as all that is contrary to this decree and the attached system, or in conflict with their provisions.

Article X

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 17/2018 Issuing the Law of Weapons, Ammunition, and Explosives Related to Military and Security Bodies

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law of Weapons, Ammunition, and Explosives Related to Military and Security Bodies shall apply.

Article II

The Minister Responsible for Defence Affairs shall issue the necessary regulations and decisions for implementing the provisions of this law, and until they are issued, the regulations and decisions in force shall continue to operate to the degree that they do not contradict with the provisions of this law.

Article III

Those subject to the provisions of this law shall rectify their status in compliance with its provisions within 6 (six) months from the date of its implementation. Licences that are valid prior to the entry into force of the provisions of this law shall continue to operate until they expire.

Article IV

All that is contrary to this law, or in conflict with its provisions, is hereby repealed.

Article V

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 16/2018 Issuing Amendments to Some Provisions of the Military Judiciary Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Military Judiciary Law promulgated by Royal Decree 110/2011,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments to the aforementioned Military Judiciary Law shall be implemented.

Article II

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 10/2018 Upgrading the Organisational Level of the Education Administration in the Governorate of Wusta in the Ministry of Education to a Directorate General

have decreed as follows

Article I

The organisational level of the “Education Administration in the Governorate of Wusta” in the Ministry of Education is hereby upgraded to a directorate general named the “Directorate General of Education in the Governorate of Wusta.”

Article II

Royal Decree 12/2018 Declaring Public Benefit Status to the Project for Constructing a Protection Dam in the Area of Jufaina in the Wilayat of Amerat (B-6) in the Governorate of Muscat

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78,

and in pursuance of public interest,

have decreed as follows

Article I

The project for constructing a protection dam in the area of Jufaina in the Wilayat of Amerat (B-6) in the Governorate of Muscat specified in the attached note and masterplan is hereby deemed a public benefit project.

Article II

Royal Decree 9/2018 regarding the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96, the Law of Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court promulgated by Royal Decree 86/96, the Law concerning the Employee System of the Diwan of Royal Court promulgated by Royal Decree 97/97, Royal Decree 13/2003 Adopting the Organisational Structure of the Office of the Representative of His Majesty the Sultan, and Royal Decree 10/2017 Appointing a Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan, and in pursuance of public interest,

have decreed as follows

Article I

All employees of the Office of the Special Representative of His Majesty the Sultan are hereby transferred with the same employment status to the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan.

Article II

The aforementioned Law on Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court and the Law concerning the Employee System of the Diwan of Royal Court apply to the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan and its employees.

Article III

A Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan shall assume the competences of the Minister of the Diwan of Royal Court in the aforementioned laws, as well as the competences of the head of the unit in the laws applicable to the units of administrative apparatus of the state, in regard to the administrative divisions subordinate to the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan, and their employees.

Article IV

The aforementioned Royal Decree 13/2003 is hereby repealed as well as all that is contrary to this decree, or in conflict with its provisions.

Article V

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance. Issued on: 4 Jumada Al-Thani 1439 Corresponding to: 20 February 2018
