We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and the Municipal Councils Law issued by Royal Decree 116/2011,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article 5(2) of the mentioned Municipal Councils Law is hereby replaced with the following text:
2. The Chairman of Dhofar Municipality for the Governorate of Dhofar.
Article II
The text of the second paragraph of article 11 of the mentioned Municipal Councils Law is hereby replaced with the following text:
The deputy chairman of the council for the governorates of Muscat and Dhofar must be one of the walis chosen by the governor.
Article III
This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
and Royal Decree 30/2012 Establishing the Supreme Council for Planning and Issuing Its System,
and in pursuance of public interest,
have decreed as follows
Article I
Sultan bin Salim bin Said Al-Habsi is hereby appointed Secretary General of the Supreme Council for Planning with the rank of minister.
Article II
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Article I

4. Abdullah bin Mohammed bin Suleiman Al-Amri, Our ambassador to the Kingdom of Bahrain.
Article II
The following are hereby transferred:1. Ambassador Mohammed bin Said bin Mohammed Al-Lawatia, Our ambassador to the Islamic Republic of Pakistan, and appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Uzbekistan.
2. Ambassador Ahmed bin Barakat bin Abdullah Al-Ibrahim, Our ambassador to the Republic of Senegal, and appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Lebanon.
3. Ambassador Mohammed bin Khalil bin Saleh Al-Jazmi, Our ambassador to the Republic of Lebanon, and appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Senegal.
4. Ambassador Khalid bin Sulaiman bin Abdulrahman Baomar, Our ambassador to the Republic of South Africa, and appointed an ambassador extraordinary and plenipotentiary of Ours to the Federal Republic of Germany.
5. Ambassador Sheikh Humaid bin Ali bin Sultan Al-Maani, Our ambassador to the Republic of India, and appointed an ambassador extraordinary and plenipotentiary of Ours to the French Republic.
Article III
The following are hereby appointed:1. Ambassador Abdullah bin Nasser bin Musalam Al-Rahbi a Permanent Representative of Ours to the United Nations Office in Geneva.
2. Ambassador Dr Khalid bin Said bin Salim Al-Jaradi an ambassador extraordinary and plenipotentiary of Ours to the Federative Republic of Brazil.
3. Ambassador Sheikh Dr Sulaiman bin Saud bin Ali Al-Jabri an ambassador extraordinary and plenipotentiary of Ours to the Kingdom of Bahrain.
Article IV
The following are hereby granted:1. Minister Plenipotentiary Riyadh bin Yousuf bin Ahmed Al-Raisi the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Islamic Republic of Pakistan.
2. Minister Plenipotentiary Sheikh Sultan bin Saif bin Hilal Al-Mahrouqi the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Socialist Republic of Vietnam.
3. Counsellor Yousuf bin Issa bin Ali Al-Zadjali the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Russian Federation.
Article V

the Banking Law promulgated by Royal Decree 114/2000,
and Royal Decree 104/2007 Forming the Board of Governors of the Central Bank of Oman,
and in pursuance of public interest,
have decreed as follows
Article I
The Board of Governors of the Central Bank of Oman is hereby formed under the chairmanship of His Majesty the Sultan and the membership of each of the following:
1. Dr Ali bin Mohammed bin Moosa Deputy Chairman
2. Yahya bin Said bin Abdullah Al-Jabri
3. Sultan bin Salim bin Said Al-Habsi Representative of the Ministry of Finance

Membership is for a period of five years from the date of entry into force of this decree.
Article II
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article III
This decree shall be published in the Official Gazette, and is effective from 11 June 2012.

and in pursuance of public interest,
have decreed as follows
Article I
Salim bin Nasser bin Said Al-Aufi is hereby appointed Executive President of the Public Authority for Civil Aviation.
Article II

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
the System of Public Authorities and Establishments promulgated by Royal Decree 116/91,
the Civil Aviation Law promulgated by Royal Decree 93/2004,
and in pursuance of public interest,
have decreed as follows
Article I
A public authority named the “Public Authority for Civil Aviation” is hereby established subordinate to the Council of Ministers.
The authority shall enjoy legal personality and financial and administrative independence, and its headquarters shall be in the Governorate of Muscat.
Article II
The competences, allocations, and holdings of the Directorate General of Meteorology and Air Navigation, the Directorate General of Safety and Aviation Services, and the Salalah Airport Directorate are hereby transferred to the authority, as well as all that relates to civil aviation affairs in the aforementioned ministry.
Article III
The employees of the directorates general and the directorate referred to in article II are hereby transferred to the authority with their same employment status.
It is permitted, by a decision by the Minister of Transport and Communications, to transfer any of the employees of the ministry to the authority with their same employment status in accordance with the controls issued by a decision by the Minister of Transport and Communications.
Article IV
The management and governance of the affairs of the authority shall be undertaken by a board of directors chaired by the Minister of Transport and Communications and the membership of six members representing the relevant entities who shall be appointed by a decision issued by the Council of Ministers.
Article V
The authority shall have an executive president with the special grade appointed by royal decree.
Article VI
The provisions of the financial, administrative, and employee affairs laws and systems applicable to the administrative apparatus of the state shall apply to the authority until it issues its own regulations.
Article VII
The system of the authority shall be issued by royal decree.
Article VIII
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article IX
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
