Royal Decree 67/2003 Implementing the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

 the Customs System Law promulgated by Royal Decree 22/78 and its amendments,

the Financial Law promulgated by Royal Decree 47/98 and its amendments,

the Law on Customs Valuation of Imported Goods promulgated by Royal Decree 83/2000 and its amendments,

the Law of Free Zones promulgated by Royal Decree 56/2002,

Royal Decree 112/2000 Ratifying the Protocol of Accession of the Sultanate of Oman to the Marrakesh Agreement Establishing the World Trade Organization,

the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf at the meeting held in the Kingdom of Bahrain during the month of December 2000,

the Unified Customs Law of the States of the Cooperation Council for the Arab States of the Gulf whose implementation was approved by the decision of the Supreme Council of the Cooperation Council at the meeting held in the Sultanate of Oman during the month of December 2001,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf at the meeting held in the State of Qatar during the month of December 2002,

and in pursuance of public interest,

have decreed as follows

Article I

The Unified Customs Law of the Cooperation Council for the Arab States of the Gulf shall apply, with the exception of:

1. The provisions of article 97, which shall apply from the issuance of the decision implementing its provisions.

2. The provisions of article 109, which shall apply from the date of the agreement of the financial and economic cooperation committee on permitting nationals of the states of the council to practise the profession of customs clearance.

The provisions stated in the attached annex shall be taken into consideration when implementing the aforementioned law.

Article II

The phrase "customs tax" hereby replaces the phrase "customs duties" wherever found in royal decrees, laws, and decisions in force.

Article III

The Law on Customs Valuation of Imported Goods and the Customs System Law are hereby repealed, with the exception of the provisions relating to the recovery of customs taxes in the case of re-export outside the states of the council, and the practice of the profession of customs brokerage or clearance, which shall continue to operate until the date specified in clauses 1 and 2 of article I of this decree. 

All that is contrary to this decree is also hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date specified by the decision of the Supreme Council of the Cooperation Council of the Arab States of the Gulf issued during the month of December 2001.

Royal Decree 18/2003 Issuing the Law Regulating Legal Translation Offices

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Commercial Companies Law 4/74 and its amendments,

and the Foreign Capital Investment Law promulgated by Royal Decree 102/94 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law shall apply in regard to legal translation offices.

Article II

The Minister of Commerce and Industry shall issue the necessary decisions to implement this law.

Article III

This decree shall be published in the Official Gazette, and comes into force after three months from the date of its publication.

Royal Decree 8/2003 Issuing the Law on the Management of Pastures and Livestock

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law of Livestock Protection and Veterinary Quarantine promulgated by Royal Decree 47/77,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law shall apply in regard to the management of pastures and livestock.

Article II

The Minister of Agriculture and Fisheries shall issue the executive regulation and decisions of the aforementioned law, and until that time, the regulations and decisions in force shall continue to operate.

Article III

The aforementioned Royal Decree 47/77 is hereby repealed, as well as all that is contrary to this law or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force after three months from the date of its publication.

Royal Decree 6/2003 Issuing the Nature Reserves and Wildlife Conservation Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78 and its amendments,

the Law of National Parks and Protected Natural Sites promulgated by Royal Decree 26/79 and its amendments,

and the Law on Environmental Protection and Pollution Control promulgated Royal Decree 114/2001 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law shall apply in regard to nature reserves and wildlife conservation.

Article II

The Minister of Regional Municipalities, Environment, and Water Resources shall issue the necessary regulations and decisions for implementing the provisions of this law, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of this law.

Article III

The aforementioned Royal Decree 26/79 is hereby repealed, as well as all that is contrary to this law or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its publication.

Royal Decree 38/2002 Determining the Competences of the Ministry of Health

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law Governing the Administrative Apparatus of the State promulgated by Royal Decree 26/75 and its amendments,

and in pursuance of public interest,

it is hereby decided

Article I

The competences of the Ministry of Health are hereby determined in accordance with the attached annex.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 33/2002 Issuing the Tourism Law

This law has been repealed by Royal Decree 69/2023.

We, Qaboos bin Said, the Sultan of Oman

After perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Commercial Register Law 3/74 and its amendments,

the Commercial Companies Law 4/74 and its amendments,

and the System of Travel and Tourism Offices promulgated by Royal Decree 12/88 and its amendments,

and in pursuance of the public interest,

have decreed as follows

Article I

The provisions of the attached Tourism Law shall apply.

Article II

Whoever practises a tourism activity on the date this law comes into force shall rectify his status in accordance with its provisions within one year from the date of its coming into force.

Article III

The Minister of Commerce and Industry shall issue the necessary executive regulation for implementing the provisions of this law, and until such regulation is issued, the existing regulation and decisions continue to operate to the degree that they do not contradict with the provisions of this law.

Article IV

The aforementioned Royal Decree 82/88 is hereby repealed, as well as all that is contrary to this law or in conflict with its provisions.

Article V

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
