Royal Decree 21/2024 Promulgating the Biometrics Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Biometrics Law shall apply.

Article II

The Inspector General of Police and Customs shall issue the executive regulation of the attached law.

Article III

All that is contrary to the attached law, or in conflict with its provisions, is hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 20/2024 Establishing the Financial Services Authority and Promulgating its System

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law Regulating the Accounting and Auditing Profession promulgated by Royal Decree 77/86,

the Capital Market Law promulgated by Royal Decree 80/98,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

An authority named the “Financial Services Authority” is hereby established. It shall have legal personality, shall enjoy financial and administrative independence, shall be subordinate to the Council of Ministers, and shall be governed by the provisions of the attached system.

Article II

The headquarters of the Financial Services Authority shall be in the Governorate of Muscat, and it is permitted to establish branches of it in other governorates by a decision by the board of directors of the authority.

Article III

All allocations, assets, rights, obligations, and holdings of the Capital Market Authority are hereby transferred to the Financial Services Authority, and all employees of the Capital Market Authority are hereby transferred to it with their same financial grades.

Article IV

The Chairman of the Board of Directors of the Financial Services Authority shall issue the necessary regulations and decisions to implement the provisions of the attached system, and until they are issued, the existing laws, regulations, and decisions continue to operate to the degree that they do not contradict with its provisions.

Article V

The competence to regulate the accounting and auditing profession is hereby transferred from the Ministry of Commerce, Industry, and Investment Promotion to the Financial Services Authority.

Article VI

The phrases “Ministry of Commerce, Industry, and Investment Promotion,” “Section of Professions and Crafts in the Directorate of Corporate Affairs in the Ministry of Commerce, Industry, and Investment Promotion,” and “Director General of the Directorate General of Commerce,” wherever they occur in the aforementioned Law Regulating the Accounting and Auditing Profession, are hereby replaced with the phrase “Financial Services Authority.”

The phrase “Minister of Commerce, Industry, and Investment Promotion,” wherever it occurs in the aforementioned Law Regulating the Accounting and Auditing Profession, is hereby replaced with the phrase “Executive President of the Financial Services Authority.”

The Board of Directors of the Financial Services Authority shall form the committee referred to in article 24 of the aforementioned Law Regulating the Accounting and Auditing Profession, provided that its membership includes two or more accountants.

Article VII

The phrase “Capital Market Authority” is hereby replaced with the phrase “Financial Services Authority” wherever it occurs in laws and royal decrees. The phrases “Chairman of the Board of Directors of the Capital Market Authority” and “Executive President of the Capital Market Authority” are also hereby replaced with the phrases “Chairman of the Board of Directors of the Financial Services Authority” and “Executive President of the Financial Services Authority” wherever they occur in laws and royal decrees.

Article VIII

All that is contrary to this decree and the attached system, or in conflict with their provisions, is hereby repealed.

Article IX

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 19/2024 Promulgating the System of Sultan Qaboos University

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Civil Service Law promulgated by Royal Decree 120/2004,

the Law of Sultan Qaboos University and the adoption of its organisational structure promulgated by Royal Decree 71/2006,

the Law of Delegation and Substitution in Competences promulgated by Royal Decree 17/2010,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached System of Sultan Qaboos University shall apply.

Article II

The Vice Chancellor of Sultan Qaboos University shall issue the necessary regulations and decisions to implement the provisions of the attached system, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of the attached system.

Article III

The aforementioned Law of Sultan Qaboos University is hereby repealed, as well as all that is contrary to the attached system, or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

after perusal of the Basic Statute of the State,

and the Criminal Procedure Law promulgated by Royal Decree 97/99,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendment to the Criminal Procedure Law is hereby implemented.

Article II

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Telecommunications Regulatory Authority: Decision 1152/2/19/2024-3 Amending Some Provisions of the Regulation Governing the Registration and Use of Radio Frequencies and Devices and Determining Their Prices

Based on the Telecommunications Law promulgated by Royal Decree 30/2002,

the Executive Regulation of the Telecommunications Law issued by Decision 144/2008,

the Regulation Governing the Registration and Use of Radio Frequencies and Devices and Determining Their Prices issued by Decision 133/2008,

Decision 15/2012 regarding the Controls for the Operation of Ground Stations on Board Ships in the Ranges 5925-6425 MHz and 14-14.5 GHz,

the approval of the Board of Directors of the Telecommunications Regulatory Authority,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

The attached amendments to the aforementioned Regulation Governing the Registration and Use of Radio Frequencies and Devices and Determining Their Prices are hereby implemented.

Article II

The aforementioned Decision 15/2012 is hereby repealed, as well as all that is contrary to this decision or in conflict with its provisions.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
