Royal Oman Police: Decision 67/2023 Amending the Fees of the Services Provided by the Directorate General of Customs

Based on the Police Law promulgated by Royal Decree 35/90,

Royal Decree 67/2003 Implementing the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf,

Decision 38/2017 Amending the Fees of the Services Provided by the Directorate General of Customs,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

Two new clauses numbered 30 and 31 are hereby added to article II of the aforementioned Decision 38/2017 with the following text:

31 Express mail declaration for individuals 1

Article II

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Oman Police: Decision 53/2023 Amending Some Provisions of the Executive Regulation of the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf

Based on Royal Decree 67/2003 Implementing the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf,

the Executive Regulations of the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf issued by Decision 23/2005,

and the decision of the Committee for Financial and Economic Cooperation Council for the Arab States of the Gulf at its Meeting 114 held on 7 November 2021,

and in pursuance of public interest,

it is hereby decided

Article I

The text of article 29(3) of the aforementioned Executive Regulation of the Unified Customs Law of the States of the Cooperation Council for the Arab States of the Gulf is hereby replaced with the following text:

3. The use of the materials covered by the exemption or by a reduced customs tariff in accordance with the provisions of the system (law) and the relevant legislation issued within the framework of the council in a manner other than the purpose or objective for which they were imported, or their replacement, sale, or disposal without the approval of the administration and the payment of the customs taxes (duties) arising on them.

Article II

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article III

This decision shall be published in the Official Gazette, and comes into force on 1 March 2023.

Royal Oman Police: Decision 195/2022 Amending Some Provisions of the Executive Regulation of the Foreigners Residency Law

Based on the Foreigners Residency Law promulgated by Royal Decree 16/95,

and the Executive Regulation of the Foreigners Residency Law issued by Decision 63/96,

and in pursuance of public interest,

it is hereby decided

Article I

The texts of clauses 2 and 3 of article 2 of the Executive Regulation of the Foreigners Residency Law are hereby replaced with the following texts:

2. Land ports: Sarfait, Mazyunah, Dibba, Darah, Khatam, Hamasa, Rawdah, Hadf, Sa’ara, Hafeet, Wajajah, Khatmat Milaha, Aswad, and Rub’ Al-Khali.

3. Sea ports: Port Sultan Qaboos, Mina Al-Fahal, Port of Salalah, Khasab Port, Sohar Port, Shinas Port, Suwaiq Port, Sur (Fishing Port), Qalhat Port, Masirah Port, and Port of Duqm.

Article II

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Oman Police: Decision 275/2020 regarding the Controls for Depositing Documentary (Written) Guarantees for Customs Tax

Based on the Police Law promulgated by Royal Decree 35/90,

Royal Decree 67/2003 Implementing the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf,

the Executive Regulation of the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf issued by Decision 23/2005,

the Regulation of the Rules and Procedures for Clearing Goods and Suspending Customs Tax Payment issued by Decision 173/2018,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

Customs guarantees must be in the form of cash or bank guarantees. As an exception to this, the Director General of Customs may approve the deposit of a documentary (written) guarantee for customs tax to the following entities:

1. Units of the administrative apparatus of the state and other public legal persons.

2. Companies and establishments holding the advantage of the Authorised Economic Operator Programme.

3. Companies and establishments importing to free zones or customs warehouses in the Sultanate.

4. Companies and establishments operating in import activity to re-export.

Article II

The entities referred to in article I of this decision shall complete the customs procedures within the period prescribed by law. In the event that this is violated, a fine is imposed in accordance with the provisions of article 32 of the aforementioned Executive Regulation of the Unified Customs Law.

Article III

The documentary (written) guarantee stipulated in article I of this decision must equal the value of the customs tax imposed on the goods.

Article IV

In the event that the entities referred to in article I of this decision violate the conditions prescribed for the transport of goods, the Director General of Customs has the right not to approve the deposit of the documentary (written) guarantee.

Article V

The fee for depositing the documentary (written) guarantee stipulated in article I of this decision is hereby determined in accordance with the following:
