after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and after perusal of Royal Decree 37/78 Establishing the Ministry of Post, Telegraph, and Telephone,
and in pursuance of public interest,
have decreed as follows
Article 1
The Ministry of Post, Telegraph, and Telephone is hereby mandated with the following:
1. Providing postal, telegraph, and telephone services in the Sultanate and developing them in accordance with modern methods introduced in this field.
2. Working to provide basic postal, telegraph, and telephone services to all citizens, considering that these services reflect an aspect of the economic and civilisational development of the country.
3. Providing internal and external postal services to citizens and developing them to connect the Sultanate with the outside world.
4. Connecting the country to a telecommunications network internally and externally and operating this network in accordance with the latest methods to serve the interests of the country.
5. Supervising the import and use of telecommunications devices within the Sultanate, allocating and registering radio frequencies for all state facilities and the private sector, and coordinating with international agencies to implement international radio regulations.
6. Monitoring the frequencies used in the Sultanate to ensure their proper use, to avoid interference, and to ensure the quality of performance of the allocated frequencies in line with the regulations of the International Telecommunication Union.
7. Preparing to join international and regional organisations working in the same field and participating in the conferences and studies held by those organisations and their bodies in order to develop postal, telegraph, telephone, and telecommunications services and to improve the efficiency of their performance.
8. Working to qualify and train the technical and administrative personnel among the Omanis working in the ministry.
9. The ministry shall exercise its powers through its units in accordance with its Organisational Structure attached to this decree.
Article 2
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
