We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and Royal Decree 15/94 Determining the Mandates of the Ministry of Higher Education,
and in pursuance of public interest,
have decreed as follows
Article I
The subordination of the colleges of education for male and female teachers, the colleges for male and female teachers in Muscat, and the Educational Qualification Institute is hereby transferred from the Ministry of Education to the Ministry of Higher Education, and the powers, allocations, and records of the mentioned educational institutes are hereby transferred to it.
Article II
The employees of the educational institutions referred to in the preceding article are hereby transferred to the Ministry of Higher Education, and the advisors, experts, technicians, and administrators working in the Ministry of Education in the field of these institutions are also hereby transferred to it with their same employment status.
Article III
A joint committee from the Ministries of Finance, Economy, Education, and Higher Education must be formed by a decision by the Minister of Higher Education, whose task is to determine the allocations stipulated in article 1.
Article IV
The Organisational Structure of the Ministry of Higher Education is hereby adopted in accordance with the attached annex.
Article V
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article VI
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
