after perusal of the Basic Statute of the State,

the Oil and Gas Law issued by Royal Decree 8/2011,

Royal Decree 28/2003 Approving the Petroleum Agreement Between the Government of the Sultanate of Oman and Encana International Company,

Royal Decree 8/2006 Approving the Assignment of Encana International Company of 50% of Its Rights and Obligations in the Petroleum Agreement Signed on 9 February 2003 to Denerco Oil Company,

Royal Decree 89/2008 Approving the Assignment of Encana International Oman Limited of 50% of its Rights and Obligations in the Petroleum Agreement Signed on 9 February 2003 (Blocks 3 and 4) to CC Energy SAL,

Royal Decree 109/2010 Approving the Assignment of Altinex Oil Denmark AS of All Its Rights and Obligations in the Petroleum Agreement Signed on 9 February 2003 (Blocks 3 and 4) to Tethys Oil AB,

Royal Decree 23/2011 Approving the Assignment by Tethys Oil AB of 20% of Its Rights and Obligations in the Petroleum Agreement Signed on 9 February 2003 (Blocks 3 and 4) to Mitsui E&P Limited,

and the collection of documents by which Mitsui E&P Middle East BVassigned 20% of its rights and obligations in the petroleum agreement signed on 9 February 2003 (Blocks 3 and 4) to Kistos Energy Middle East,

and in pursuance of public interest,

have decreed as follows

Article I

The assignment by Mitsui E&P Middle East BV of 20% of its rights and obligations in the petroleum agreement signed on 9 February 2003 (Blocks 3 and 4) to Kistos Energy Middle East is hereby approved.

Article II

The final shares of the parties to the agreement are hereby as follows:

– 50% for CC Energy SAL.

– 30% Tethys Oil AB.

– 20% Kistos Energy Middle East.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

the Mineral Resources Law issued by Royal Decree 19/2019,

and the Exploration and Production Concession Agreement Between the Government of the Sultanate of Oman, OQ Exploration and Production Musandam Offshore LLC, and Turkish Petroleum Overseas Limited for Block 80, signed on 24 June 2026,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned exploration and production concession agreement is hereby approved.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 76/2026 Declaring Public Benefit Status for the Project to Construct Rainwater Drainage for the Areas Adjacent to Al-Barakah Palace

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 71/2023,

and in pursuance of public interest,

have decreed as follows

Article I

The Project to Construct Rainwater Drainage for the Areas Adjacent to Al-Barakah Palace —specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, real estate and land necessary for the mentioned project, and all establishments on them, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 71/2026 Transferring and Appointing in the Diplomatic Corps

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Law of the Diplomatic and Consular Corps issued by Royal Decree 22/2025,

and in pursuance of public interest,

have decreed as follows

Article I

The following are hereby transferred to the headquarters of the Foreign Ministry:

1. Ambassador Sheikh Al-Abbas bin Ibrahim bin Hamad Al-Harthy, Our ambassador to Malaysia.

2. Ambassador Yousuf bin Ahmed bin Hamed Al-Jabri, Our ambassador to the Republic of Austria.

3. Ambassador Dr Mohammad bin Said bin Khalifa Al-Busaidi, Our ambassador to Japan.

4. Ambassador Dr Saleh bin Amer bin Harith Al-Kharusi, Our ambassador to the State of Kuwait.

5. Ambassador Sayyid Turki bin Mahmood bin Ali Al-Busaidi, Our ambassador to the Syrian Arab Republic.

Article II

Ambassador Mohammed bin Abdullah bin Saleh Al-Bahrani, Our ambassador to the Republic of Kazakhstan, is hereby transferred and appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Iraq.

Article III

The following are hereby appointed:

1. Ambassador Sheikh Nasser bin Sulaiman bin Hamad Al-Harthy, an ambassador extraordinary and plenipotentiary of Ours to the Republic of Belarus.

2. Ambassador Faisal bin Omar bin Said Al-Marhoon, an ambassador extraordinary and plenipotentiary of Ours to the Syrian Arab Republic.

Article IV

The following are hereby granted:

1. Minister Plenipotentiary Ali bin Ahmed bin Salim Al-Shanfari the position of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the State of Kuwait.

2. Minister Plenipotentiary Anwar bin Ahmed bin Mohammed Muqaibal the position of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the People’s Republic of China.

3. Minister Plenipotentiary Yaqoob bin Badr bin Ali Al-Raqishi the position of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Sudan.

4. Minister Plenipotentiary Salim bin Habib bin Sallam Al-Amri the position of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Somalia.

5. Minister Plenipotentiary Salim bin Saud bin Salim Al-Habsi the position of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Austria.

6. Minister Plenipotentiary Rashid bin Ali bin Humaid Al-Badi the position of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Senegal.

7. Counsellor Engineer Hatim bin Hilal bin Ali Al-Yaqoubi the position of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to Malaysia.

8. Counsellor Aseela bint Nasser bin Zaid Al-Kiyumi the position of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to Japan.

9. Counsellor Dr Sheikh Salah bin Salim bin Ali Jaboub the position of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Kazakhstan.

Article V

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 70/2026 Implementing the Unified Law on the Management of Plant Genetic Resources for Food and Agriculture of the States of the Cooperation Council for the Arab States of the Gulf

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 92/2020 Amending the Name of the Ministry of Agriculture and Fisheries to the Ministry of Agriculture, Fisheries, and Water Resources, Determining Its Competences, and Adopting Its Organisational Structure,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf issued in its 43rd (forty-third) session held in December 2022 adopting the Unified Law on the Management of Plant Genetic Resources for Food and Agriculture of the States of the Cooperation Council for the Arab States of the Gulf,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Unified Law on the Management of Plant Genetic Resources for Food and Agriculture of the States of the Cooperation Council for the Arab States of the Gulf hereby apply.

Article II

All that is contrary to the attached law, or in conflict with its provisions, is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 69/2026 Amending Some Provisions of the Mineral Resources Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Mineral Resources Law issued by Royal Decree 19/2019,

and Royal Decree 96/2020 Amending the Name of the Ministry of Oil and Gas to the Ministry of Energy and Minerals, Determining Its Competences, and Adopting Its Organisational Structure,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments to the mentioned Mineral Resources Law are hereby implemented.

Article II

Licences issued prior to the entry into force of the attached amendments continue to operate until the expiry of their term, and the renewal of these licences and the decision on licence applications submitted prior to the entry into force of the attached amendments shall be in accordance with the procedures and controls stipulated therein.

Article III

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.
