We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and Royal Decree 70/81 Adopting the Executive Regulation of the mentioned Royal Decree 83/80,
and in pursuance of public interest,
have decreed as follows
Article 1
In exception to the provisions of article 3 of the mentioned Royal Decree 83/80, the Minister of Agriculture and Fisheries may provide loans to productive projects operating in the field of agriculture and fisheries in accordance with what he deems to be in the public interest and in coordination with the financial entities.
Article 2
Loans provided by the Ministry of Agriculture and Fisheries in accordance with this decree are subject to all the conditions stipulated in the mentioned Royal Decrees 83/80 and 70/81, with the exception of the period specified for the repayment of the loan, which the Minister of Agriculture and Fisheries may reduce.
Article 3
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and Royal Decree 10/75 Issuing the Law on Scouting in the Sultanate of Oman and its amendments, especially Royal Decree 23/81,
and in pursuance of public interest,
have decreed as follows
Article 1
Paragraph “Third” of article 6 of part two of the mentioned Law on Scouting is hereby amended to read as follows:
Third
– Members appointed by the president of the authority.
– The heads of the scouting and guiding commissions in the regions.
– Members whose appointment is deemed beneficial for the scouting and guiding movement due to their expertise or services, with their duties specified and their responsibilities clarified.
Article 2
This decree must be published in the Official Gazette, and comes into force from the date of its publication.

The Organisational Structure of the Supreme Council for Youth Welfare is hereby adopted in accordance with the attached chart.

2. Advisor to His Majesty the Sultan for Economic Planning Affairs.

and the draft Cultural, Educational, and Technical Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Tunisia,
and in pursuance of public interest,
have decreed as follows
Article 1
The Minister of Education and Youth Affairs is hereby authorised to sign the mentioned Cultural, Educational, and Technical Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Tunisia.
Article 2
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
Law 4/75 Reorganising the Capital Municipality and its amendments,
and in pursuance of public interest,
have decreed as follows
Article 1
The responsibility of supervising the affairs of the Capital Municipality is hereby transferred to the Diwan of Royal Court Affairs
Article 2
The phrase “Diwan of Royal Court Affairs” is hereby replaced with the phrase “Ministry of Land Affairs and Municipalities” wherever it occurs in the mentioned Law 4/75 Reorganising the Capital Municipality and its amendments.
Article 3
Articles 1 and 3 of the mentioned Royal Decree 17/76 are hereby repealed, as well as all that is issued contrary to or in conflict with the provisions of this decree.
Article 4
This decree must be published in the Official Gazette, and comes into force from the date of its publication.
