Royal Decree 67/2021 Ratifying the Convention on the Establishment of a Global Dryland Alliance and Its Amending Protocol

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Convention on the Establishment of a Global Dryland Alliance signed in the city of Doha on 21 April 2021,

and the Protocol Amending Convention on the Establishment of a Global Dryland Alliance signed in the city of Doha on 21 April 2021,

and after presentation to Majlis Al-Shura,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned convention and its amending protocol are hereby ratified in the form attached.

Article II

Competent bodies shall deposit the instrument of ratification for the aforementioned convention and its amending protocol in accordance with their provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 66/2021 Amending Some Provisions of Royal Decree 29/2019 Appointing Members to Oman Human Rights Commission

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 124/2008 Establishing the Oman Human Rights Commission and Determining Its Competences,

and Royal Decree 29/2019 Appointing Members to Oman Human Rights Commission,

and in pursuance of public interest,

have decreed as follows

Article I

The following are herby appointed, in their capacity as representatives of: Majlis Al-Shura, the Foreign Ministry, the Ministry of Labour, and the Environment Authority, members of the Oman Human Rights Commission pursuant to the provisions of articles 1 and 2 of the annex attached to the aforementioned Royal Decree 124/2008, as follows:

– Ambassador Sheikh Humaid bin Ali Al-Maani (Deputy Chairman).

– Dr Hamoud bin Ahmed bin Hamad Al-Yahyai.

– Mohammed bin Ahmed bin Mohammed Al-Rawahi.

– Dr Ahmed bin Abdullah bin Obaid Mahrous Al-Sayari.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Case Summary: Supreme Court (Commercial Circuit B) Contestation 58/2021 (Limitation of Carrier Liability for Undeclared Valuable Cargo)

The Supreme Court ruled that the value of valuable cargo must be explicitly declared in the bill of lading to hold a carrier fully liable for its loss. A customs declaration does not substitute this requirement, as the carrier must be notified via the bill of lading to charge the appropriate special carriage fees. Without such declaration, the cargo is treated as ordinary goods, and compensation is limited to weight-based calculations under the Commercial Law.

Royal Decree 65/2021 Issuing Class I Licence for Oman Future Telecommunications Company to Build and Operate the System for Providing International Public Telecommunication Services

We, Haitham bin Tarik, Sultan of Oman

after perusal of the Basic Statute of the State,

and the Telecommunications Law promulgated by Royal Decree 30/2002,

and in pursuance of public interest,

have decreed as follows

Article I

A Class I Licence is hereby issued to Oman Future Communications Company to build and operate a system for providing international public telecommunications services, in accordance with the provisions of the attached licence.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
