We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
the Civil Service Law promulgated by Royal Decree 120/2004,
and the Law Governing the Foreign Ministry promulgated by Royal Decree 32/2008,
and in pursuance of public interest,
have decreed as follows
Article I
Dr Sultan bin Yarub bin Qahtan Al-Busaidi is hereby transferred from the Royal Oman Police to the Ministry of Health with his same financial and employment allocations, and is hereby appointed an advisor for health affairs with the special grade.
Article II
Jamal bin Nasib bin Said Al-Shanfari is hereby transferred from the Royal Oman Police to the Foreign Ministry with his same financial and employment allocations, and is hereby granted the grade of ambassador.
Article III
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 35/90 Issuing the Police Law,
Royal Decree 2/2013 Establishing the National Defence College and Issuing Its System,
and Royal Decree 3/2013 Establishing the Public Authority for Civil Defence and Ambulance,
and in pursuance of public interest,
have decreed as follows
Article I
Major General Salim bin Musallam bin Ali Qattan is hereby appointed Commandant of the National Defence College.
Article II
Brigadier General Matar bin Salim bin Rashid Al-Balushi is hereby promoted to the rank of Major General and appointed Commander of the Royal Army of Oman.
Article III
Brigadier General Amer bin Salim bin Mubarak Al-Amri, Commander of the Sultan’s Special Force, is hereby promoted to the rank of Major General.
Article IV
Brigadier Sulaiman bin Mohammed bin Hamad Al-Harthy is hereby promoted to the rank of Major General and appointed Assistant Inspector General of Police and Customs for Administrative and Financial Affairs.
Article V
Brigadier Hamad Bin Sulaiman Bin Mubarak Al-Hatimi is hereby promoted to the rank of Major General and appointed Assistant Inspector General of Police and Customs for Operations.
Article VI
Brigadier Abdullah bin Ali bin Hamad Al-Harthy is hereby promoted to the rank of Major General and appointed President of the Public Authority for Civil Defence and Ambulance.
Article VII
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
the Police Law promulgated by Royal Decree 35/90,
the Civil Defence Law promulgated by Royal Decree 76/91,
Royal Decree 89/91 Adopting the Organisational Structure of the Royal Oman Police,
and the System of Public Authorities and Establishments promulgated by Royal Decree 116/91,
and in pursuance of public interest,
have decreed as follows
Article I
An authority named the “Public Authority for Civil Defence and Ambulance” is hereby established. It enjoys legal personality, has financial and administrative independence, and is subordinate to the Royal Oman Police.
Article II
The headquarters of the Public Authority for Civil Defence and Ambulance must be in the Governorate of Muscat, and it is permitted to establish branches of it in the Sultanate by a decision by its chairman.
Article III
The System of the Public Authority for Civil Defence and Ambulance must be issued by a royal decree.
Article IV
The competences, allocations, immovable and movable assets, records, rights, and obligations of the Directorate General of Civil Defence and the Ambulance Unit of the Royal Oman Police are hereby transferred to the Public Authority for Civil Defence and Ambulance.
The implementation of the transfer mandate must be in accordance with the mechanism agreed upon between the chairman of the authority and the Inspector General of Police and Customs
Article V
The employees of the Directorate General of Civil Defence and the Ambulance Unit of the Royal Oman Police are hereby transferred with the same financial grades and employment status to the Public Authority for Civil Defence and Ambulance.
Article VI
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article VII
This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.
