Royal Decree 47/2001 Amending the Ministerial Formation

Arabic

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and in pursuance of public interest,

have decreed as follows

Article I

A Ministry of Transport and Communications is hereby established, and Malik bin Sulaiman Al-Mamari is hereby appointed its minister.

Article II

A Ministry of Housing, Electricity, and Water is hereby established, and Sheikh Suhail bin Mustahail Shammas is hereby appointed its minister.

Article III

The Ministries of Regional Municipalities and Environment and Water Resources are hereby merged into one ministry named the “Ministry of Regional Municipalities, Environment, and Water Resources”, and Dr Khamis bin Mubarak bin Issa Al-Alawi is hereby appointed its minister.

Article IV

Sheikh Salim bin Hilal bin Ali Al-Khalili is hereby appointed Minister of Agriculture and Fisheries.

Article V

Sheikh Mohammed bin Ali Al-Qatabi is hereby appointed Minister of State and Governor of Dhofar.

Article VI

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VII

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 46/2001 Ratifying the Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Austria for the Promotion and Reciprocal Protection of Investments

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Austria for the Promotion and Reciprocal Protection of Investments signed in Muscat on 1 April 2001,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Austria for the Promotion and Reciprocal Protection of Investments is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 45/2001 Ratifying the Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Lebanon for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Lebanon for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and its annex signed in Beirut on 18 Muharram 1422, corresponding to 12 April 2001,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Lebanon for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and its annex are hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 44/2001 Declaring Public Benefit Status for the Project to Construct a Fishing Port in the Wilayat of Saham

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 64/78 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The Fishing Port Project in the Wilayat of Saham specified in the attached note and masterplan is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, real estate and land necessary for the project, and all establishments on them, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.

Article 3

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 43/2001 Amending Some Provisions of the Civil Service Law Issued by Royal Decree 8/80

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Civil Service Law issued by Royal Decree 8/80 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The text of the last paragraph of article 55 of the mentioned Civil Service Law is hereby replaced with the following text:

It is not permitted to shorten, postpone, or interrupt the regular leave except for compelling reasons required by the interest of work. It is permitted to combine the periods of this leave with each other, provided that it does not exceed the entitlement of three years. The regulation must specify the conditions and procedures for granting this leave.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its publication.
