Royal Decree 16/2026 Amending the Statute of the Oman Investment Authority

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Statute of the Oman Investment Authority issued by Royal Decree 57/2021,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article 12 of the mentioned Statute of the Oman Investment Authority is hereby replaced with the following text:

The president has two deputies appointed by royal decree. They have all administrative and financial authorities within the limits stated in the regulations of the authority.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Sheikh Abdulaziz bin Abdullah bin Zahir Al-Hinai, Ambassador-at-Large in the Foreign Ministry, is hereby granted the rank of minister.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and in pursuance of public interest,

have decreed as follows

Article I

The Supreme Committee for Conferences is hereby abolished.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 6/2026 Approving the Accession of the Sultanate of Oman to the United Nations Convention on International Settlement Agreements Resulting from Mediation

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the United Nations Convention on International Settlement Agreements Resulting from Mediation adopted by the United Nations General Assembly on 20 December 2018,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the United Nations Convention on International Settlement Agreements Resulting from Mediation is hereby approved in the form attached.

Article II

Competent entities shall deposit the instrument of accession to the mentioned convention in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Ministerial Decision

Ministry of Higher Education, Research, and Innovation: Ministerial Decision 1/2026 Issuing the Executive Regulation of the Higher Education Law

Based on the Higher Education Law issued by Royal Decree 27/2023,

Royal Decree 9/2021 Regarding the Oman Authority for Academic Accreditation and Quality Assurance of Education,

the Executive Regulation of the Statute of Private Universities issued by Ministerial Decision 36/99,

the Governance Regulation of Private Colleges and Higher Institutes issued by Ministerial Decision 34/2000,

the Executive Regulation of the Educational Scholarships, Grants, and Aid Law issued by Ministerial Decision 8/2003,

the Regulation of the Recognition of Non-Omani Higher Education Establishments and the Equivalence of Educational Qualifications They Grant issued by Ministerial Decision 21/2015,

and the Governance Regulation of the Unified Admission System issued by Ministerial Decision 65/2017,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached Executive Regulation of the Higher Education Law hereby apply.

Article II

Existing higher education establishments shall rectify their status in accordance with the provisions of the attached regulation within one year from the date of entry into force of this decision.

Article III

The Ministry of Higher Education, Research, and Innovation shall issue the manuals, forms, and circulars necessary to implement the provisions of the attached regulation.

Article IV

The mentioned Ministerial Decisions 36/99, 34/2000, 8/2003, 21/2015, and 65/2017 are hereby repealed, as well as all that is contrary to the attached regulation or in conflict with its provisions.

Article V

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.
