We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and Royal Decree 64/78 Issuing the Law on the Expropriation for Public Benefit and its amendements,
and in pursuance of public interest,
have decreed as follows
Article I
The site of the Organic and Chemical Fertiliser Factory in Bawshar—specified in the attached note and masterplan—is hereby allocated for public benefit.
Article II
The competent entities may seize, through direct execution, land and all establishments on them, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The assignment by Wintershall Oman BVof all its rights and obligations in the mentioned petroleum agreement signed on 25 February 1985 to Trans World Oil Limited is hereby approved. The final shares of the parties to the agreement are as follows:50% International Petroleum Limited.
50% Trans World Oil Limited.
Article II

Sheikh Sabaa bin Hamdan bin Sabaa Al-Saadi is hereby appointed Governor of Musandam Region.
Article II
Sayyid Abdullah bin Hamad Al-Busaidi is hereby appointed an advisor to the Ministry of Interior with his current grade and allocations.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
