Royal Decree 73/91 Authorising the Signing of the Agreement Between the Government of the Sultanate of Oman and the Government of the Islamic Republic of Iran for Air Services Between Their Respective Territories

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and the initialled Agreement Between the Government of the Sultanate of Oman and the Government of the Islamic Republic of Iran for Air Services Between and Beyond Their Respective Territories,

and in pursuance of public interest,

have decreed as follows

Article I

The Minister of Transport is hereby authorised to sign the mentioned Agreement Between the Government of the Sultanate of Oman and the Government of the Islamic Republic of Iran for Air Services Between and Beyond Their Respective Territories.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 42/74 Issuing the Oil and Minerals Law,

Royal Decree 49/87 Approving the Petroleum Agreement Signed on 4 May 1987 between the Government of the Sultanate of Oman and International Petroleum Corporation,

Royal Decree 84/89 by which International Petroleum Corporation assigned 10% of its rights and obligations in the mentioned petroleum agreement to Satellite Exploration AB,

the contract dated 26 September 1989 by which International Petroleum Corporation assigned 5% of its rights and obligations in the mentioned petroleum agreement to Graoten Oil AB, which accepts this assignment,

and the letter of the Minister of Oil and Minerals dated 22 May 1991 approving that assignment,

and in pursuance of public interest,

have decreed as follows

Article I

The assignment by International Petroleum Corporation of 5% of its rights and obligations in the mentioned petroleum agreement signed on 4 May 1987 to Graoten Oil AB is hereby approved. The final shares of the parties to the agreement are as follows:

85% International Petroleum Corporation.

10% Satellite Exploration.

5% Graoten Oil AB.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 69/91 regarding Restrictions Imposed on Loaning and Borrowing in Regards to Licensed Banks

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the Banking Law 7/74 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

Paragraph (b) of article 4-05, 4 of the Banking Law of 1974 is hereby amended in its entirety to read as follows:

The total direct or potential obligation of any person other than the Government of the Sultanate towards any licensed bank must not exceed 15% (fifteen percent) of the net value of that licensed bank.

The total direct or potential liability of any member of the board of directors or the general manager must not exceed 10% (ten percent), provided that the total borrowing of all members of the board of directors and the general manager does not exceed 35% (thirty-five percent) of the net value of that bank or any other limit determined by the board of governors of the Central Bank of Oman.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its publication.
