Royal Decree 20/2022 Extending the Membership of the Members of the Oman Human Rights Commission

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 124/2008 Establishing the Oman Human Rights Commission and Determining Its Competences,

Royal Decree 29/2019 Appointing Members to Oman Human Rights Commission,

and Royal Decree 66/2021 Amending Some Provisions of Royal Decree 29/2019 Appointing Members to Oman Human Rights Commission,

and in pursuance of public interest,

have decreed as follows

Article I

The membership of the members of the Oman Human Rights Committee is hereby extended until 31 December 2023.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 19/2022 Appointing an Undersecretary for the Ministry of Information

after perusal of the Basic Statute of the State,

the Civil Service Law promulgated by Royal Decree 120/2004,

and Royal Decree 18/2022 Amending Royal Decree 95/2020 Determining the Competences of the Ministry of Information and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

Mohammed bin Said bin Mohammed Al-Balushi is hereby appointed as Undersecretary of the Ministry of Information with his same grade and financial entitlements.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 95/2020 Determining the Competences of the Ministry of Information and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

Annex 2 attached to the aforementioned Royal Decree 95/2020 is hereby replaced with the attached annex.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Supreme Committee Statement

The COVID-19 Supreme Committee, within the framework of its continuous convening, has been observing the development of the pandemic, the precautionary procedures, and the means for limiting its spread.

On the occasion of the arrival of the holy month of Ramadan, the supreme committee is honoured to express its utmost greetings and blessings to His Majesty Sultan Haitham bin Tarik—may Allah protect him—and also greets the Omani nation and the residents of this blessed land as well as Arab and Muslim nations on this special occasion, asking Allah the Almighty to make this special month a month of health, wellness, and blessings to our special country and the whole world.

The committee has been briefed on the current epidemiological state of the COVID-19 pandemic domestically and internationally, which indicates—thanks to Allah—a continuation in the reduction of the confirmed and hospitalised cases in the Sultanate of Oman, notwithstanding the return of the increase in the number of infections in some countries during the past few days, and in light of the continuation of this pandemic, the close arrival of the holy month of Ramadan, in the realisation of Islam’s mercy in protecting and preserving lives, and in hope of protecting the gains achieved during the previous period, the committee makes the following decisions, which shall be followed during the holy month of Ramadan:

First: Limiting the attendance of Jama’a prayers, including Taraweeh prayers, to those who have taken the COVID-19 vaccinations, and preventing those who are not vaccinated from entry, including children younger than twelve years of age.

Second: Continuing the ban on holding charity group iftar (Iftar Sa’im) in mosques and other public venues such as tents and public halls. Charity groups, relevant private establishments, and other civil society organisations may distribute iftar meals to the beneficiaries without holding gatherings.

Third: Continuing precautionary measures, such as wearing face masks and social distancing in closed places, including mosques.

The committee confirms the continuation of the operation of the activities of venue halls, and international and local conferences and exhibitions as well as activities of a mass nature at 70% of their capacity. It also calls anyone who exhibits any respiratory symptoms to avoid attending Jama’a prayers and gatherings of all kinds to protect himself and his community. It also urges nationals and residents to quickly take the booster dose of the COVID-19 vaccine for those who have completed six months from taking the second dose, in order to enhance both individual and community immunity.
