We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and Royal Decree 8/80 Issuing the Civil Service Law and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
In exception to the provisions of the mentioned Civil Service Law, Hamoud bin Ibrahim bin Somar Al-Zadjali is hereby granted the grade of undersecretary and appointed Financial Advisor to the Minister of State for Defence Affairs.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The Minister of State for Defence Affairs is hereby appointed as a member of the Supreme Committee for Conferences.

Article I
The approved mandates of the Ministry of Defence hereby apply.
Article II
The Ministry of Defence shall exercise its powers through its various units in accordance with its organisational structure, as set out in the annex attached to this decree.
Article III
This decree comes into force from the date of its issuance.

In exception to the provisions of the mentioned Civil Service Law, Engineer Ali bin Hassan bin Ali and Abdulqader bin Salim Al-Dhahab, at the Ministry of Social Affairs and Labour, are hereby transferred to the first financial grade of the first circle of the general schedule.

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Article I
The National Emergency Committee is hereby formed as follows:
– Inspector General of Police and Customs — Chairman
– Undersecretary of the Ministry of Transport — Member
– Undersecretary of the Ministry of Environment and Water Resources for Environmental Affairs — Member
– The Secretary General of the Environmental and Water Resources Protection Council — Member
– A representative of the Ministry of Defence — Member
– A representative of the Royal Navy of Oman — Member
– A representative of the Ministry of Social Affairs and Labour — Member
– A representative of the Ministry of Regional Municipalities Affairs — Member
The committee may invite to participate in any of its work whoever it deems necessary to seek assistance from in this work from government officials, experts, or others.
Article II
The National Emergency Committee shall prepare an emergency management plan. It shall also determine the duties and responsibilities of ministries and various government entities in implementing the plan.
Article III
All relevant ministries and government entities, each within its field of mandates, shall cooperate with the Royal Oman Police in implementing the approved plan.
Article IV
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and Royal Decree 6/85 Adopting the Internal Organisational Structure of the Office of the Special Representative of His Majesty the Sultan and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
Sayyid Julanda bin Saif Al-Said is hereby appointed Advisor in the Office of the Special Representative of His Majesty the Sultan with his same grade.
Article II
Sayyid Ghalib bin Khalid Al-Said is hereby appointed Undersecretary of the Office of the Special Representative of His Majesty the Sultan.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and desiring to preserve the historical significance of the name Muscat as a symbol of Omani heritage and civilisation,
and in pursuance of public interest,
have decreed as follows
Article I
The name “capital” is hereby changed to “Muscat” wherever it appears.
Article II
The name “Muscat” must have the same jurisdiction and boundaries as those prescribed for the capital.
Article III
The relevant ministries and entities, each within their fields of competence, shall undertake the necessary executive measures to implement this change.
Article IV
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
