Royal Decree 29/88 Amending the Scholarships and Education Aid Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 13/85 Issuing the Scholarships and Education Aid Law,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article 9(c) of the mentioned Scholarships and Education Aid Law is hereby replaced with the following text:

If the student exceeds the total period officially specified for finishing the study or if he fails for more than one academic year, and in special cases where the committee deems the individuals concerned deserving of an exemption, the matter must be referred to the minister for consideration.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

have decreed as follows

Article I

The text of article I of the mentioned Royal Decree 66/87 is hereby replaced with the following text:

The following are hereby appointed members of the Board of Directors of Oman Housing Bank as representatives of the share of the government of the Sultanate:

– Undersecretary of the Ministry of Civil Service.

– Director General of Administrative and Financial Affairs in Financial Affairs at the Ministry of Finance and Economy.

– Director General of Expenditure Review in Financial Affairs at the Ministry of Finance and Economy.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and Royal Decree 40/86 Issuing the Diplomatic and Consular Corps Law,

and in pursuance of public interest,

have decreed as follows

Article 1

Ambassador Ali bin Abdullah Al-Musafer—Our ambassador to the Islamic Republic of Pakistan—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Indonesia.

Article 2

Ambassador Salim bin Mohammed bin Salim Al-Wahaibi—Our ambassador to the Republic of India—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Maldives, the Kingdom of Nepal, the Republic of Singapore, and the Democratic Socialist Republic of Sri Lanka.

Article 3

Ambassador Mushtaq bin Abdullah bin Jaafar—Our ambassador to the People’s Republic of China—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Kingdom of Thailand.

Article 4

Ambassador Awadh bin Bader bin Marie Al-Shanfari—Our ambassador to the United States of America—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to Canada, the Republic of Chile, the Federative Republic of Brazil, and the United Mexican States.

Article 5

Ambassador Muneer bin Abdulnabi bin Yousuf Makki—Our ambassador to the French Republic—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Kingdom of Spain and the Kingdom of Belgium.

Article 6

Ambassador Saud bin Sulaiman bin Hamyar Al-Nabhani—Our ambassador to the Federal Republic of Germany—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Swiss Confederation.

Article 7

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 24/88 Approving the Accession of the Sultanate of Oman to the Convention on the Prevention and Punishment of Crimes against Internationally Protected Persons

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and the Convention on the Prevention and Punishment of Crimes against Internationally Protected Persons, adopted by the General Assembly of the United Nations on 14 December 1973,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Convention on the Prevention and Punishment of Crimes against Internationally Protected Persons, adopted by the General Assembly of the United Nations on 14 December 1973, is hereby approved.

Article II

The Minister of State for Foreign Affairs is hereby authorised to sign the instruments of accession on behalf of the Government of the Sultanate of Oman and to deposit them in accordance with the provisions of the mentioned convention.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 19/86 Authorising the Signing of the Agreement on the Reciprocal Exemption of Tax on Income Derived from Air Transport Between the Government of the Sultanate of Oman and the Government of the Hashemite Kingdom of Jordan,

and the mentioned agreement signed in Amman on 23 April 1986,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned Agreement on the Reciprocal Exemption of Tax on Income Derived from Air Transport Between the Government of the Sultanate of Oman and the Government of the Hashemite Kingdom of Jordan is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 22/88 Amending a Provision of Royal Decree 51/83 Establishing the Rusail Industrial Area Authority

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 51/83 Establishing the Rusail Industrial Area Authority,

and Royal Decree 18/84 Transferring the Responsibility of Supervising the Municipality of the Capital to the Diwan of Royal Court,

and in pursuance of public interest,

have decreed as follows

Article I

Article 4 of the Articles of Association of the Rusail Industrial Area Authority, attached to the mentioned Royal Decree 51/83, is hereby amended to read as follows:

The management of the authority must be undertaken by a board of directors consisting of seven members, including the chairman, his deputy, and a member representing the Capital Municipality. The formation of the board must be by a decision issued by the minister. The board must also be assisted in the management of the authority by an executive director nominated by the board and appointed by a decision issued by the minister. The board shall establish the work statute of the authority.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its publication.
