In response to inquiries received from entities, institutions and individuals working in the accounting, finance, and auditing sector, the Ministry of Labour clarifies the following: Starting from 1 September 2025, all workers in the sector, Omanis and expatriates, are required to obtain a professional classification certificate as a prerequisite for issuing or renewing work permits. This certificate is issued by the sectoral skills unit licensed by the ministry, in cooperation with the Oman Association of Chartered Public Accountants, the regulator of the labour market in this sector. The procedure includes all workers in the professions specified in the classification list approved by the sector. Registration in the electronic system starts from 1 August, and the registration link will be provided later through the official channels of the ministry. We stress the importance of adhering to this procedure to ensure the regulation of the labour market and improve the efficiency of workers in this vital sector.

The Ministry of Labour announces that, as of 1 September 2025, obtaining a Professional Classification Certificate in Accounting, Finance, and Auditing will be a mandatory requirement for the issuance and renewal of work permits for all individuals employed in relevant positions, as listed in the attached document.

Accordingly, all current employees in this field, as well as any individuals to be employed in the future, must obtain this certificate from the Sector Skills Unit for Accounting, Finance, and Auditing. The Ministry will only issue work permits upon submission of the approved certificate, in accordance with the specified roles.

Work permits will not be issued after the aforementioned date without the required certificate. All establishments are urged to ensure compliance and take the necessary actions for implementation.
