Royal Decree 40/2012 Ratifying the Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Lithuania on Mutual Visa Exemption for Holders of Diplomatic, Special or Service Passports

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Agreement between the Government of the Sultanate of Oman and the Government of the Republic of Lithuania on Mutual Visa Exemption for Holders of Diplomatic, Special or Service Passports signed in the city of Vilnius on 20 Jumada Al-Thani 1433, corresponding to 11 May 2012,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 39/2012 Transferring and Appointing in the Diplomatic Corps

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96, and the Law Governing the Foreign Ministry promulgated by Royal Decree 32/2008, and in pursuance of public interest,

have decreed as follows

Article I

The ambassadors named below are hereby transferred to the headquarters of the Foreign Ministry:

1. Dr Zainab bint Ali bin Said Al-Qasimia, Our ambassador to the Federal Republic of Germany.

2. Yahya bin Salim bin Hamed Al-Wahaibi, Our Permanent Representative to the United Nations Office in Geneva.

3. Mohammed bin Awadh bin Abdulrahman Al-Hassan, Our ambassador to the Russian Federation.

4. Abdullah bin Mohammed bin Suleiman Al-Amri, Our ambassador to the Kingdom of Bahrain.

Article II

The following are hereby transferred:

1. Ambassador Mohammed bin Said bin Mohammed Al-Lawatia, Our ambassador to the Islamic Republic of Pakistan, and appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Uzbekistan.

2. Ambassador Ahmed bin Barakat bin Abdullah Al-Ibrahim, Our ambassador to the Republic of Senegal, and appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Lebanon.

3. Ambassador Mohammed bin Khalil bin Saleh Al-Jazmi, Our ambassador to the Republic of Lebanon, and appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Senegal.

4. Ambassador Khalid bin Sulaiman bin Abdulrahman Baomar, Our ambassador to the Republic of South Africa, and appointed an ambassador extraordinary and plenipotentiary of Ours to the Federal Republic of Germany.

5. Ambassador Sheikh Humaid bin Ali bin Sultan Al-Maani, Our ambassador to the Republic of India, and appointed an ambassador extraordinary and plenipotentiary of Ours to the French Republic.

Article III

The following are hereby appointed:

1. Ambassador Abdullah bin Nasser bin Musalam Al-Rahbi a Permanent Representative of Ours to the United Nations Office in Geneva.

2. Ambassador Dr Khalid bin Said bin Salim Al-Jaradi an ambassador extraordinary and plenipotentiary of Ours to the Federative Republic of Brazil.

3. Ambassador Sheikh Dr Sulaiman bin Saud bin Ali Al-Jabri an ambassador extraordinary and plenipotentiary of Ours to the Kingdom of Bahrain.

Article IV

The following are hereby granted:

1. Minister Plenipotentiary Riyadh bin Yousuf bin Ahmed Al-Raisi the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Islamic Republic of Pakistan.

2. Minister Plenipotentiary Sheikh Sultan bin Saif bin Hilal Al-Mahrouqi the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Socialist Republic of Vietnam.

3. Counsellor Yousuf bin Issa bin Ali Al-Zadjali the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Russian Federation.

Article V

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Banking Law promulgated by Royal Decree 114/2000,

and Royal Decree 104/2007 Forming the Board of Governors of the Central Bank of Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The Board of Governors of the Central Bank of Oman is hereby formed under the chairmanship of His Majesty the Sultan and the membership of each of the following:

1. Dr Ali bin Mohammed bin Moosa Deputy Chairman

2. Yahya bin Said bin Abdullah Al-Jabri

3. Sultan bin Salim bin Said Al-Habsi Representative of the Ministry of Finance

4. Hamoud bin Sangour bin Hashim Al-Zadjali

5. Mohsin bin Haider bin Darwish

6. Dr Hatim bin Bakhit Al-Shanfari

Membership is for a period of five years from the date of entry into force of this decree.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and is effective from 11 June 2012.

Royal Decree 31/2012 Establishing the National Centre for Statistics and Information

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Public Authorities and Establishments System promulgated by Royal Decree 116/91,

Royal Decree 38/2011 Abolishing the Ministry of National Economy,

and Royal Decree 30/2012 Establishing the Supreme Council for Planning and Issuing Its System,

and in pursuance of public interest,

have decreed as follows

Article I

A centre named the “National Centre for Statistics and Information” is hereby established, subordinate to the Supreme Council for Planning.

Article II

The centre shall enjoy legal personality, as well as financial and administrative independence, and its headquarters shall be in the Governorate of Muscat.

Article III

A decision by the Supreme Council for Planning shall be issued to form the board of directors of the centre.

Article IV

All allocations and assets of the Directorate General of Social Statistics, the Directorate General of Economic Statistics, and the Information and Publishing Centre are hereby transferred to the centre from the Ministry of National Economy (abolished), as well as the employees of the aforementioned entities with their same financial grades.

Article V

The employees of the administrative divisions that were directly subordinate to the Minister of National Economy and the employees of both the Office of the Secretary General of the Ministry of National Economy and the Directorate General of Administrative and Financial Affairs are hereby transferred with their same financial grades to the entities determined by a decision by the Supreme Council for Planning. Until this decision is issued, the mentioned employees shall retain their same grade in a personal capacity.

Article VI

A royal decree shall be issued outlining the system of the centre.

Article VII

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VIII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Salim bin Nasser bin Said Al-Aufi is hereby appointed Executive President of the Public Authority for Civil Aviation.
