We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Civil Service Law promulgated by Royal Decree 120/2004,

and in pursuance of public interest,

have decreed as follows

Article I

Khalifa bin Hamad bin Salim bin Rashid Al-Badi is hereby appointed Advisor to the Office of the Representative of His Majesty the Sultan and granted the special grade.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

The Statute of the International Renewable Energy Agency is hereby ratified.

Article II

Competent entities shall deposit the instrument of ratification for the statute of the agency in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and the Commercial Law promulgated by Royal Decree 55/90,

and in pursuance of public interest,

have decreed as follows

Article I

A new paragraph is hereby added to article 238 of the aforementioned Commercial Law, with the following text:

However, in the commercial guarantee of personal bank loans, the guarantor may request the inclusion of a clause in the guarantee contract requiring the creditor to refer to the debtor first and before recourse against the guarantor.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.
