We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Civil Service Law promulgated by Royal Decree 120/2004,

and in pursuance of public interest,

have decreed as follows

Article I

Mohammed Jawad bin Hassan bin Suleiman is hereby appointed Advisor to the Ministry of Finance and granted the special grade.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 128/2008 Declaring Public Benefit Status to the Dam Project to Protect Against Flood Risks in Amerat Heights in the Governorate of Muscat (B15)

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78,

and in pursuance of public interest,

have decreed as follows

Article I

The dam project to protect against flood risks in Amerat Heights in the Governorate of Muscat (B15) specified in the attached note and masterplan is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, real estate and land necessary for the project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 126/2008 Issuing the Law Combating Human Trafficking

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Omani Penal Law promulgated by Royal Decree 7/74,

and the Criminal Procedure Law promulgated by Royal Decree 97/99,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law on Combating Human Trafficking shall apply.

Article II

All that is contrary to the attached law, or in conflict with its provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 125/2008 Amending Some Provisions of the System for Government Land Entitlement Issued by Royal Decree 81/84,

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Government Land Law issued by Royal Decree 81/84,

and in pursuance of public interest,

have decreed as follows

Article I

Paragraphs 1(b), 2, and 3 of the General Conditions provided in the System for Government Land Entitlement are hereby amended as follows:

1(b). Not be less than twenty-three Gregorian years of age, whether being a man or a woman, unless it is proven that he is married and that his age is not less than twenty-one Gregorian years or that he is the sole provider for his family.

2. Land is granted whenever and wherever available in each region or governorate in accordance with the housing plans.

3. Absolute priority must be given to those who have not obtained land from the state and do not own land at the time of submitting the application.

Article II

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

the concession agreement signed between the government and Sohar Industrial Port Company,

the usufruct agreement of Sohar Industrial Port,

the annex to the concession agreement signed on 14 November 2007,

and the annex to the usufruct agreement of Sohar Industrial Port signed on 13 September 2008,

and in pursuance of public interest,

have decreed as follows

Article I

The annexes to the mentioned concession and usufruct agreements are hereby approved.

Article II

The attached amendments are hereby made to the mentioned Law Granting the Concession for the Development, Management, and Operation of Sohar Industrial Port.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 119/2008 Amending Some Provisions of the Law of the Practice of the Medical Profession and Dentistry Issued by Royal Decree 22/96

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State issued by Royal Decree 101/96, Royal Decree 24/75 on the Determination of Diyat and Arsh, and the Law of the Practice of the Medical Profession and Dentistry issued by Royal Decree 22/96, and in pursuance of public interest,

have decreed as follows

Article I

The text of article 20bis of the aforementioned Law of the Practice of the Medical Profession and Dentistry is hereby replaced with the following text:

Without prejudice to criminal and disciplinary liability, compensation for proven medical malpractice in cases of death, permanent total disability, partial disability, and wounds and injuries must be in accordance with the provisions of the Decree on the Determination of Diyat and Arsh, provided that the compensation in the event of permanent total disability must be of the same amount as compensation for death.

Compensation for medical malpractice resulting in moral damages must be provided only to the extent that it does not exceed the diyat stipulated in the Decree on the Determination of Diyat and Arsh.

Article II
