We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 90/85 Determining the Employment Status of the Position of Secretary General,

Royal Decree 97/97 Issuing the Law concerning the Employee System of the Diwan of Royal Court,

and the Civil Service Law promulgated by Royal Decree 120/2004,

and in pursuance of public interest,

have decreed as follows

Article I

Habib bin Mohammed bin Al-Sheikh Said Al-Riyami is hereby appointed Secretary General of the Sultan Qaboos Centre for Islamic Culture with the special grade.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 10/2007 Approving the Accession of the Sultanate of Oman to the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks

have decreed as follows

Article I

The accession of the Sultanate of Oman to the aforementioned agreement is hereby approved.

Article II

Competent entities shall deposit the instruments of accession to the agreement in accordance with its provisions.

Article III

Royal Decree 95/2005 Determining the Competences of the Ministry of Tourism and Adopting Its Organisational Structure,

the System of the Ownership of Real Estate by Non-Omanis in Integrated Tourism Complexes promulgated by Royal Decree 12/2006,

and the development agreement signed on 10 June 2006 between the Government of the Sultanate of Oman represented by the Ministry of Tourism and Al-Mouj Muscat SAOC,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the approved development agreement of Al-Mouj Muscat Project shall apply to this project.

Article II

The Minister of Tourism, in coordination with the Ministry of Housing, Electricity and Water and Muscat Municipality, shall issue a development control plan and the regulations relating to real estate rules and systems in Al-Mouj Project in line with the laws and regulations in force in the Sultanate.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

the Public Prosecution Law promulgated by Royal Decree 92/99,

the Criminal Procedure Law promulgated by Royal Decree 97/99,

Royal Decree 22/2002 Ratifying the Convention of the Organisation of the Islamic Conference on Combating International Terrorism,

Royal Decree 63/2003 regarding the National Security Council,

the Law of the State Security Court promulgated by Royal Decree 64/2003,

Royal Decree 105/2005 regarding the Ratification by the Sultanate of Oman of the Agreement between the States of the Cooperation Council for the Arab States of the Gulf on Combating Terrorism,

and the decision of the Council of Ministers forming the National Committee for Combating Terrorism,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law on Combating Terrorism shall apply.

Article II

The National Committee for Combating Terrorism shall be reconstituted and its competences shall be respecified by a decision by the National Security Council, and it shall operate under the supervision of the council.

Article III

All that is contrary to this decree or the attached law is hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
