Royal Decree 95/2022 Establishing the Medical City for Military and Security Services and Promulgating Its System

Arabic

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 33/2013 regarding the Medical and Allied Health Professions in Government Medical Establishments (Civil and Military),

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

A medical city named the "Medical City for Military and Security Services" is hereby established. It shall have legal personality, shall enjoy financial and administrative independence, and shall be governed by the provisions of the attached system.

Article II

The headquarters of the Medical City for Military and Security Services shall be in the Governorate of Muscat, and it is permitted to establish branches of it in other governorates by a decision by the board of directors of the city.

Article III

All allocations, assets, rights, obligations, and holdings relating to medical services in each of: the Royal Office, the Ministry of Defence, Royal Oman Police, Royal Court Affairs, Internal Security Service, Royal Guard of Oman, and the Sultan's Special Force are hereby transferred to the Medical City for Military and Security Services. Those occupying medical and allied health posts and other employees working in the medical services in the aforementioned entities are hereby transferred to the Medical City for Military and Security Services with their same ranks, grades, and financial allocations.

The implementation of the provisions of this article shall be in accordance with the mechanism and controls prescribed by the Board of Directors of the Medical City of Military and Security Services, after coordination with the heads and commanders of units in the military and security services.

Article IV

The Chairman of the Board of Directors of the Medical City for Military and Security Services shall issue the necessary regulations and decisions for implementing the provisions of this decree and the attached system, and until they are issued, the regulations and decisions in force in the entities stipulated in article III of this decree continue to operate in regard to matters not governed by a special text in this decree or the attached system, and to the degree that they do not contradict with their provisions.

Article V

All that is contrary to this decree or the attached system, or in conflict with their provisions, is hereby repealed.

Article VI

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 94/2022 Appointing to Some Positions

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, and the Civil Service Law promulgated by Royal Decree 120/2004, and in pursuance of public interest,

have decreed as follows

Article I

Those named below are hereby appointed each to the position following their name:

– Dr Wael bin Saif bin Salim Al-Harrasi Undersecretary of the Ministry of Endowments and Religious Affairs.

– Dr Saeed bin Harib bin Manaa Al-Lamki Undersecretary of the Ministry of Health for Health Affairs.

– Mohsin bin Hamad bin Saif Al-Hadhrami Undersecretary of the Ministry of Energy and Minerals.

– Sayyid Dr Munther bin Bader bin Hilal Al-Busaidi Deputy Chairman of the Oman Vision 2040 Implementation Follow-Up Unit with the special grade.

Article II

Royal Decree 93/2022 regarding the Sultan’s Armed Forces Day

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 49/76  “Armed Forces Day”,

and in pursuance of public interest,

have decreed as follows

Article I

The eleventh day of December of each year is called “Sultan’s Armed Forces Day.”

Article II

The aforementioned Sultan’s Armed Forces Day shall be an official holiday for all members of the Sultan’s Armed Forces throughout the Sultanate of Oman.

Article III

The aforementioned Royal Decree 49/76 is hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 92/2022 Making Military Appointments and Promotions in the Ministry of Defence

after perusal of the Basic Statute of the State,

and Royal Decree 27/2022 Establishing the Strategic and Defence Studies Academy and Promulgating Its System,

and in pursuance of public interest,

have decreed as follows

Article I

Major General Hamed bin Ahmed bin Said Sakrun is hereby appointed President of the Strategic and Defence Studies Academy.

Article II

Commodore Ali bin Abdullah bin Mohammed Al-Shidi is hereby promoted to the rank of Major General and appointed Commandant of the National Defence College.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State,

Royal Decree 39/96 Determining the Competences of the Ministry of Finance and Adopting Its Organisational Structure,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 108/2020 Abolishing Some Specialised Councils,

and in pursuance of public interest,

have decreed as follows

Article I

The competences of the Ministry of Finance are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Finance is hereby adopted in accordance with the attached Annex 2.

Article III

The aforementioned Royal Decree 39/96 is hereby repealed, as well as all that is contrary to this decree, or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 89/2022 Ratifying the Cooperation Agreement between the Government of the Sultanate of Oman and the Government of the Kingdom of Bahrain in the Field of Security

after perusal of the Basic Statute of the State,

and the Cooperation Agreement between the Government of the Sultanate of Oman and the Government of the Kingdom of Bahrain in the Field of Security signed in the city of Manama on 24 October 2022,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 88/2022 Determining the Official Holidays

Consolidated Text Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, and Royal Decree 56/2020 Determining the Official Holidays, and in pursuance of public interest,

have decreed as follows

Article I

The dates of official holidays for the units of the administrative apparatus of the state, other public legal persons, and establishments of the private sector are hereby determined for the following celebrations and occasions as follows: First:
(a) Hijri New Year 1 Muharram
(b) Birth of the Prophet 12 Rabi Al-Awwal
(c) Isra and Mi’raj 27 Rajab
(d) National Day 18 and 19 November
(e) The Day of the Sultan’s Accession to Power
If one or both days of the weekend fall within the aforementioned holidays, they are compensated by one day. The date of the aforementioned holidays may be modified if public interest so requires. Second:

(a) Eid Al-Fitr: starting from 29 Ramadan until 3 Shawwal.

(b) Eid Al-Adha: starting from 9 Dhu Al-Hijja until 12 Dhu Al-Hijja.

Friday is compensated if it falls on the first day of either Eid.

Article II

The aforementioned Royal Decree 56/2020 is hereby repealed, as well as all that is contrary to this decree, or in conflict with its provisions.

Article III

Royal Decree 87/2022 Promulgating the Military Judiciary Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Judicial Authority Law promulgated by Royal Decree 90/99,

the Public Prosecution Law promulgated by Royal Decree 92/99,

the Criminal Procedure Law promulgated by Royal Decree 97/99,

the Military Judiciary Law promulgated by Royal Decree 110/2011,

and the Penal Law promulgated by Royal Decree 7/2018,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Military Judiciary Law shall apply.

Article II

The aforementioned Military Judiciary Law is hereby repealed, as well as all that is contrary to the attached law, or in conflict with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

have decreed as follows

Article I

The aforementioned exploration and mining concession agreement is hereby approved.

Article II
