We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Final Documents of the International Telecommunication Union issued by the Plenipotentiary Conference in Marrakesh 2002 in the Kingdom of Morocco,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned final documents of the International Telecommunication Union are hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Omani nationality is hereby granted to those named in the attached list, from the date stated next to each name.

Article II

Royal Decree 49/2004 Amending the Ministerial Formation

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State issued by Royal Decree 101/96, and in pursuance of public interest,

have decreed as follows

Article I

Dr Khamis bin Mubarak bin Issa Al-Alawi is hereby appointed Minister of Housing, Electricity, and Water.

Article II

Sheikh Abdullah bin Salim bin Amer Al-Rawas is hereby appointed Minister of Regional Municipalities, Environment, and Water Resources.

Article III

Sheikh Suhail bin Mustahail bin Salim bait Shamas is hereby appointed Advisor to the State.

Article IV

Royal Decree 47/2004 Issuing the Plant Quarantine Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Plant Quarantine Law issued by Royal Decree 91/2000,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf in its twenty-second session held in Muscat during the period from 30 to 31 December 2001 Regarding the Plant Quarantine Law for the States of the Cooperation Council for the Arab States of the Gulf,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Plant Quarantine Law hereby apply.

Article II

The Minister of Agriculture and Fisheries shall issue the executive regulations and decisions for implementing the mentioned law, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of this law.

Article III

The mentioned Royal Decree 91/2000 is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

Royal Decree 46/2004 Approving the Accession of the Sultanate to the Arab Family Organization

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Statute of the Arab Family Organization,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Arab Family Organization is hereby approved.

Article II

Competent entities shall undertake the procedures for accession to the organisation in accordance with the provisions of its statute.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 45/2004 Issuing the Veterinary Quarantine Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 93/2000 on the Veterinary Quarantine System in the States of the Cooperation Council for the Arab States of the Gulf,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf at its twenty-first session held in Bahrain during the period from 30 to 31 December 2000 regarding the Veterinary Quarantine System in the States of the Cooperation Council for the Arab States of the Gulf,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law shall apply in regard to veterinary quarantine.

Article II

The Minister of Agriculture and Fisheries shall issue the executive regulations and decisions for implementing the aforementioned law, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of this law.

Article III

The aforementioned Royal Decree 93/2000 is hereby repealed, and all that is contrary to the attached law.

Royal Decree 44/2004 regarding the Adoption of the Organisational Structure of the Royal Court Affairs and the Powers of the Secretary General Relating to Its Administrative Divisions

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State issued by Royal Decree 101/96, Royal Decree 128/91 Issuing the Law Concerning the Financial System of the Diwan of Royal Court, Royal Decree 86/96 Issuing the Law on Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court, Royal Decree 97/97 Issuing the Law Concerning the Employee System of the Diwan of Royal Court, and Royal Decree 106/2001 Appointing a Secretary General for Royal Court Affairs, and in pursuance of public interest,

have decreed as follows

Article I

The Organisational Structure of the Diwan of Royal Court is hereby adopted in the manner specified in the attached annex.

Article II

The Secretary General of the Royal Court Affairs shall carry out the powers prescribed to the minister in the mentioned Law of the Financial Statute of the Diwan of Royal Court, the Law on Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court, and the Law Concerning the Employee Statute of the Diwan of Royal Court, and any other laws in regard to the administrative divisions subordinate to the Royal Court Affairs.

Article III

All works and decisions issued regarding the administrative divisions subordinate to the Royal Court Affairs until the date of entry into force of this decree are hereby deemed valid.

Article IV

All that is contrary to this decree is hereby repealed.

Article V

Royal Decree 43/2004 Adding a Paragraph to Article 4 of the Law Granting Oman Gas Company SAOC the Concession to Manage the Gas Transportation Sector

and the Law Granting Oman Gas Company SAOC the Concession to Manage the Gas Transportation Sector issued by Royal Decree 78/2000 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

A paragraph is hereby added to article 4 of the mentioned Law Granting Oman Gas Company SAOC the Concession to Manage the Gas Transportation Sector, with the following text:

The exemption stipulated in the previous paragraph applies from the date of entry into force of the mentioned Royal Decree 78/2000.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 42/2004 Raising the Organisational Level of the Computer Directorate in the Ministry of Health to the Level of a Directorate General Named “Directorate General of Information Technology”

the Law Governing the Administrative Apparatus of the State issued by Royal Decree 26/75 and its amendments,

Royal Decree 47/92 Adopting the Organisational Structure of the Ministry of Health,

and Royal Decree 38/2002 Determining the Mandates of the Ministry of Health,

and in pursuance of public interest,

have decreed as follows

Article I

The level of the “Computer Directorate” in the Organisational Structure of the Ministry of Health adopted by the mentioned Royal Decree 47/92 is hereby raised to the level of a directorate general named the “Directorate General of Information Technology.”

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
