Royal Decree 51/2003 Recomposing the National Committee for Civil Defence

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Civil Defence Law issued by Royal Decree 76/91 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The National Committee for Civil Defence is recomposed as follows:

– Inspector General of Police and Customs     Chairman

– Assistant Inspector General of Police and Customs for Operations Deputy Chairman

And the membership of:

– An undersecretary from each of the following ministries:

Ministry of Interior.

Ministry of Health.

Ministry of Transport and Communications.

Ministry of Regional Municipalities, Environment, and Water Resources.

Ministry of Social Development.

Ministry of Education.

Ministry of Information.

Ministry of Finance.

Ministry of Housing, Electricity, and Water.

Ministry of Commerce and Industry.

Ministry of Oil and Gas.

– Vice Chancellor of Sultan Qaboos University.

– Chairman of Muscat Municipality.

– Chairman of Dhofar Municipality.

– Assistant Chief of Staff of the Sultan’s Armed Forces for Operations and Planning.

– Director General of Civil Defence.

A police officer of a rank not lower than major, selected by the Inspector General of Police and Customs, shall coordinate the work of the committee.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and in pursuance of public interest,

have decreed as follows

Royal Decree 47/2003 Appointing a Chairman and Members in the Board of Directors of Oman Chamber of Commerce and Industry

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the General System of the Oman Chamber of Commerce and Industry issued on 15 May 1973 and its amendments,

and Royal Decree 76/2001 Appointing a Chairman to the Board of Directors of Oman Chamber of Commerce and Industry,

and in pursuance of public interest,

have decreed as follows

Article I

The following are hereby appointed members of the Board of Directors of the Oman Chamber of Commerce and Industry for a term of four years:

1. Sheikh Abdullah bin Salim Al-Rawas.

2. Nabil bin Jawad Sultan Al-Lawati.

3. Lujaina bint Mohsin bin Haider Darwish.

4. Anisa bint Saleh bin Said Al-Raisi.

Article II

His Excellency Sheikh Abdullah bin Salim Al-Rawas is hereby reappointed Chairman of the Board of Directors of the Oman Chamber of Commerce and Industry.

Royal Decree 46/2003 Making Military Appointments

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and in pursuance of public interest,

have decreed as follows

Article I

Major General Ahmed bin Harith bin Nasser Al-Nabhani is hereby promoted to the rank of Lieutenant General and appointed Chief of Staff of the Sultan’s Armed Forces.

Article II

Brigadier General Said bin Nasser bin Sulaiman Al-Salmi is hereby promoted to the rank of Major General and appointed Commander of the Royal Army of Oman.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 45/2003 Transferring an Officer and Granting Him the Grade Designated to an Undersecretary of a Ministry

and the Civil Service Law issued by Royal Decree 8/80 and its amendments,

Said bin Hamdoon bin Saif Al-Harthi is hereby transferred to the Ministry of Transport and Communications and is hereby granted the grade designated to an undersecretary of a ministry.

Royal Decree 42/2003 Amending Some Provisions of the Criminal Procedures Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Criminal Procedures Law issued by Royal Decree 97/99,

and in pursuance of public interest,

have decreed as follows

Article I

The texts of article 334 and article 335(2) of the mentioned Criminal Procedures Law are hereby replaced with the following texts:

Article 334

Rehabilitation must be by the operation of law after the completion of the execution of the principal and complementary punishment, the issuance of a pardon, or forfeiture by the lapse of the period, provided that five years have lapsed if the punishment is for a felony and three years if it is for a misdemeanour.

Article 335(2)

That two years have lapsed from the date of the completion of the execution or the issuance of the pardon if the punishment is for a felony and one year if it is for a misdemeanour. The periods are doubled in the cases of recidivism and forfeiture of the punishment by the lapse of the period.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

Royal Decree 44/2003 Appointing a Non-Resident Ambassador

and the Diplomatic and Consular Corps Law issued by Royal Decree 40/86 and its amendments,

Ambassador Sheikh Ghazi bin Said bin Abdullah Al-Bahar Al-Rawas, Our ambassador to Malaysia, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Indonesia.

Royal Decree 41/2003 Amending the Advocacy Law

the Advocacy Law issued by Royal Decree 108/96 and its amendments,

the Judicial Authority Law issued by Royal Decree 90/99 and its amendments,

and the Law of Public Notaries issued by Royal Decree 40/2003,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article 3 of the mentioned Advocacy Law is hereby replaced with the following text:

Article 3

The following is deemed a work of advocacy:

(a) Attending with, or on behalf of, the concerned persons before judicial bodies, arbitral tribunals, Public Prosecution, administrative committees with judicial competence, and other official investigative bodies, and defending them in cases brought by them or against them.

(b) Providing legal opinions and advice to those who request them, including drafting contracts.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of entry into force of the mentioned Law of Public Notaries.
