Royal Decree 58/2003 Ratifying the Agreement Between the Government of the Sultanate of Oman and the Government of the Socialist Republic of Vietnam for Air Transport Services

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Agreement between the Government of the Sultanate of Oman and the Government of the Socialist Republic of Vietnam for Air Transport Services signed in Muscat on 28 June 2003,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned agreement is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 60/2003 Amending the Law on Organising the Technical Positions in the Ministry of Legal Affairs and Specifying the Financial Treatment of Their Occupants

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Law on Organising the Technical Positions in the Ministry of Legal Affairs and Specifying the Financial Treatment of Their Occupants issued by Royal Decree 90/2000 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The text of the last paragraph of article 5 of the Law on Organising the Technical Positions in the Ministry of Legal Affairs and Specifying the Financial Treatment of Their Occupants is hereby replaced with the following text:

It is not permitted to promote advisors and senior advisors (B) before the lapse of at least four years in the position. However, it is permitted to reappoint to the higher position directly whenever the interest of the work so requires and the following conditions are met:

1. That they have spent at least three years in the position. It is permitted to reduce this period to two years if the person intended to be reappointed holds a higher educational qualification than the one prescribed to occupy the new position, or if he was loaned from a non-Omani entity and at least six months have passed since his promotion from it to a higher position if he occupied it when he is loaned to the Ministry of Legal Affairs to be appointed directly to the new position.

2. That the period of their service in the field of legal work exceeds by two years at least the prescribed periods for occupying the positions prior to the new position. The period may be reduced to one year if the person intended to be appointed holds a higher educational qualification than the qualification prescribed for occupying the new position and at least two years have passed since he obtained it.

3. That there is a vacant position or sufficient financial allocations are available.

Reappointment must be issued by a decision by the minister.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and in pursuance of public interest,

have decreed as follows

the Corporate Income Tax Law issued by Royal Decree 47/81 and its amendments,

and the Foreign Capital Investment Law issued by Royal Decree 102/94 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments are hereby made to the mentioned Foreign Capital Investment Law.

Article II

All that is contrary to this decree is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

and the Civil Defence Law issued by Royal Decree 76/91 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The National Committee for Civil Defence is recomposed as follows:

– Inspector General of Police and Customs     Chairman

– Assistant Inspector General of Police and Customs for Operations Deputy Chairman

And the membership of:

– An undersecretary from each of the following ministries:

Ministry of Interior.

Ministry of Health.

Ministry of Transport and Communications.

Ministry of Regional Municipalities, Environment, and Water Resources.

Ministry of Social Development.

Ministry of Education.

Ministry of Information.

Ministry of Finance.

Ministry of Housing, Electricity, and Water.

Ministry of Commerce and Industry.

Ministry of Oil and Gas.

– Vice Chancellor of Sultan Qaboos University.

– Chairman of Muscat Municipality.

– Chairman of Dhofar Municipality.

– Assistant Chief of Staff of the Sultan’s Armed Forces for Operations and Planning.

– Director General of Civil Defence.

A police officer of a rank not lower than major, selected by the Inspector General of Police and Customs, shall coordinate the work of the committee.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
