Royal Decree 28/2003 Approving the Petroleum Agreement Between the Government of the Sultanate and Encana International Company

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Oil and Minerals Law issued by Royal Decree 42/74,

and the petroleum agreement between the Government of the Sultanate and Encana International Company signed on 9 February 2003 between the Minister of Oil and Gas on behalf of the Government of the Sultanate and the mentioned company,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned petroleum agreement signed on 9 February 2003 between the Government of the Sultanate and Encana International Company is hereby approved.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 29/2003 Issuing the Law of Pensions and End of Service Gratuity for the Employees of the Internal Security Service (Repealed)

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

Royal Decree 7/94 Establishing the Internal Security Service Pension Fund and its amendments,

Royal Decree 9/98 Adopting the Service System for the Employees of the Internal Security Service,

and Royal Decree 22/2000 Issuing the System of Pensions and End of Service Gratuity for the Employees of the Internal Security Service,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Law of Pensions and End of Service Gratuity for the Employees of the Internal Security Service hereby applies.

Article II

All rights that arose or resulted from the application of any law, system, or rules relating to retirement to the employees of the Internal Security Service before the date of entry into force of this decree are considered valid and effective.

Article III

The fund is exempt from all taxes and fees.

Article IV

The Head of the Internal Security Service shall issue the necessary regulations and decisions to implement the attached law.

Article V

The mentioned Royal Decree 22/2000 is hereby repealed, and all that is contrary to the provisions of the attached law.

Article VI

This decree must be published in the Official Gazette, and comes into force on 1 January 2003.

and the Agreement Establishing a Joint Committee Between the Government of the Sultanate of Oman and the Government of the Republic of Lebanon signed in the city of Salalah on 30 September 2002,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned Agreement Establishing a Joint Committee Between the Government of the Sultanate of Oman and the Government of the Republic of Lebanon is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Ambassador Ahmed bin Nasser bin Hamad Al-Mahrazi, Our ambassador to the People’s Democratic Republic of Algeria, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Niger.

Royal Decree 24/2003 Establishing the Public Authority for Craft Industries

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Law Governing the Administrative Apparatus of the State issued by Royal Decree 26/75 and its amendments,

and the System of Public Authorities and Establishments issued by Royal Decree 116/91,

and in pursuance of public interest,

have decreed as follows

Article I

A public authority named the “Public Authority for Craft Industries” is hereby established by virtue of this decree. It enjoys legal personality and must be supervised by the Diwan of Royal Court.

Article II

Sheikha Aisha bint Khalfan bin Jumayyal Al-Siyabiya is hereby appointed president of this authority with the rank of minister.

Article III

The management of the authority must be undertaken by a board composed as follows:

– President of the authority Chairman
– Deputy chairman of the authority Deputy chairman
– A representative of the Ministry of Heritage and Culture Member and secretary
– A representative of the Ministry of National Economy Member
– A representative of the Ministry of Social Development Member
– A representative of the Ministry of Commerce and Industry Member
– A representative of the Ministry of Agriculture and Fisheries Member
– A representative of the Ministry of Education Member
– A representative of the Ministry of Manpower Member
– A representative of the Public Authority for Youth Sports and Cultural Activities Member
– President of the Omani Women’s Association in Salalah Member
– President of the Omani Women’s Association in Khasab Member

Article IV

A royal decree must be issued outlining the system of the authority and the management of its affairs.

Article V

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

A court named the “State Security Court” is hereby established whose composition, system, mandates, and procedures to be followed before it must be determined by royal decree.

Article II

His Excellency Sayyid Hilal bin Hamad Al-Busaidi, Advisor of State for Judicial Affairs, is hereby appointed President of the State Security Court.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 18/2003 Issuing the Law Regulating Legal Translation Offices

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Commercial Companies Law 4/74 and its amendments,

and the Foreign Capital Investment Law promulgated by Royal Decree 102/94 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law shall apply in regard to legal translation offices.

Article II

The Minister of Commerce and Industry shall issue the necessary decisions to implement this law.

Article III

This decree shall be published in the Official Gazette, and comes into force after three months from the date of its publication.
