Royal Decree 79/2001 Granting Omani Nationality

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and Royal Decree 3/83 on the Law Governing Omani Nationality and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby granted to:

1. Abbas Hamad Asaad Al-Dulul.

2. Talal Abbas Hamad Al-Dulul.

3. Manal Abbas Hamad Al-Dulul.

4. Dalal Abbas Hamad Al-Dulul.

5. Hamad Abbas Hamad Al-Dulul.

Article II

This decree must be published in the Official Gazette, and comes into force from 10 March 2001.

Royal Decree 75/2001 Forming the Accreditation Council

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and Royal Decree 74/2001 Establishing the Accreditation Council,

and in pursuance of public interest,

have decreed as follows

Article I

The Accreditation Council is hereby formed under the chairmanship of His Excellency Sheikh Dr Yaqdhan bin Talib Al-Hinai and the membership of:

1. His Excellency Dr Muneer bin Mohammed Al-Maskari

2. Dr Abdullah bin Mohammed Al-Lamki

3. Engineer Ali bin Mohammed Al-Mahrouqi

4. Dr Amer bin Awadh Al-Rawas

5. Dr Aladdin Al-Husseini

6. Dr Rawiya bint Saud Al-Busaidi

7. Dr Hilal bin Zaher Al-Nabhani

8. Dr Hamed bin Hashim Al-Dhahab

9. Dr Sanaa bint Sabeel Al-Balushi

The Director General of the Directorate General of Universities and Private Colleges in the Ministry of Higher Education shall be the secretary of the council.

Article II

The Accreditation Council shall, at its first meeting, select the deputy chairman of the council from among the members.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 73/2001 Amending Some Provisions of the Criminal Procedures Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Criminal Procedures Law issued by Royal Decree 97/99,

and in pursuance of public interest,

have decreed as follows

Article I

The text of the second paragraph of article 221 of the mentioned Criminal Procedures Law is hereby replaced with the following text:

The Criminal Court shall not issue a death sentence except by consensus. Before issuing the judgment, it must send the papers to a committee formed by the State Advisor for Criminal Affairs, the State Advisor for Judicial Affairs, and the Grand Mufti of the Sultanate to express an opinion from a Sharia perspective. If its opinion does not reach the court within sixty days following the receipt of the papers, the court shall rule on the case. If consensus is not achieved, the death sentence must be replaced by the punishment of life imprisonment.

Article II

This decree must be published in the Official Gazette, and comes into force from 1 June 2001.

Royal Decree 69/2001 Appointing Government Representatives to the Board of Directors of Gulf Air Company

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Commercial Companies Law 4/74 and its amendments,

Royal Decree 34/78 Ratifying the Agreement Establishing Gulf Air Company,

Royal Decree 10/84 Appointing Government Representatives to the Board of Directors of Gulf Air Company,

and the Articles of Association of Gulf Air Company,

and in pursuance of public interest,

have decreed as follows

Article I

The following are hereby appointed as representatives of the government to the Board of Directors of Gulf Air Company:

– Minister of Transport and Communications.

– Undersecretary of the Ministry of Finance for Financial Affairs.

– Undersecretary of the Ministry of Transport and Communications for Transport.

– Director General of Civil Aviation and Meteorology at the Ministry of Transport and Communications.

Article II

The mentioned Royal Decree 10/84 is hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 71/2001 Approving the Signing of the Agreement for the Promotion and Protection of Investments Between the Government of the Sultanate of Oman and the Government of the Republic of the Sudan and Ratifying It

and the Agreement for the Promotion and Protection of Investments Between the Government of the Sultanate of Oman and the Government of the Republic of the Sudan signed in Muscat on 25 October 1999,

and in pursuance of public interest,

have decreed as follows

Article I

The signing of the mentioned Agreement for the Promotion and Protection of Investments Between the Government of the Sultanate of Oman and the Government of the Republic of the Sudan is hereby approved.

Article II

The mentioned agreement is hereby ratified.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 70/2001 Extending the Validity of the Licenses of Offices and Branches of Foreign Offices, and Companies Working in the Accounting and Auditing Profession, and the Period of Fulfilling the Full-time Requirement for Omani Offices

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and Royal Decree 53/96 Amending the Law Regulating the Accounting and Auditing Profession issued by Royal Decree 77/86,

and in pursuance of public interest,

have decreed as follows

Article I

Licences granted to foreign accounting and auditing offices, branches of foreign offices, or companies working in this field issued before the effective date of the mentioned Royal Decree 53/96 hereby continue to be valid for an additional period of two years. It is not permitted for such licences to be renewed after the expiry of this period except in accordance with the provisions of the Law Regulating the Accounting and Auditing Profession.

Article II

The owners of the currently licensed Omani offices shall fulfil the full-time requirement stipulated in the mentioned law within a period of two years starting from the date of entry into force of this decree.

Article III

This decree must be published in the Official Gazette, and comes into force from 11 June 2001.
