We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Judicial Authority Law issued by Royal Decree 90/99 and its amendments,

the Public Prosecution Law issued by Royal Decree 92/99,

Royal Decree 93/99 Establishing the Supreme Judicial Council,

Royal Decree 110/2000 Issuing the Schedule of Salaries, Allowances, and Stipends of Judges, Members of the Administrative Court, and Members of the Public Prosecution,

and Royal Decree 24/2001 Adopting the Organisational Structure of the Public Prosecution and Determining Its Mandates,

and in pursuance of public interest,

have decreed as follows

Article I

Ali bin Nasser bin Ali Al-Buali is hereby appointed Public Prosecutor.

Article II

Mohammed bin Ali bin Khalfan Al-Hadidi is hereby appointed Deputy Public Prosecutor.

Article III

This decree must be published in the Official Gazette, and comes into force from 2 June 2001.

Ambassador Salim bin Mohammed bin Masoud Al-Riyami, Our ambassador to the Republic of Austria, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Bulgaria.

Royal Decree 88/2001 Establishing a Register for National Manpower

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Labour Law issued by Royal Decree 34/73 and its amendments,

the Law Governing the Administrative Apparatus of the State issued by Royal Decree 26/75 and its amendments,

and Royal Decree 90/98 Adopting the Organisational Structure of the Ministry of Social Affairs, Labour, and Vocational Training,

and in pursuance of public interest,

have decreed as follows

Article I

A National Manpower Register is hereby established in the Ministry of Social Affairs, Labour, and Vocational Training, in which the following must be recorded:

(a) The names of workers in each of the civil government entities, private sector establishments, and individuals, as well as self-employed workers.

(b) The names of job applicants and applicants for a licence to practise any profession. The register must include a statement of the academic qualifications and practical experience of the workers and applicants for work or licence, if any.

Article II

All civil government entities, private sector establishments, individuals, and relevant entities shall refrain from taking any measures to appoint a job applicant or to grant a licence to practise a profession unless the job applicant or licence applicant proves that he is registered in the mentioned register.

Article III

All civil government entities, private sector establishments, and individuals shall provide the Ministry of Social Affairs, Labour, and Vocational Training with the data of their workers on the date of entry into force of this decree within six months from this date, and with the data of any new worker within a month from the date of joining the work.

Article IV

The Minister of Social Affairs, Labour, and Vocational Training shall issue the necessary regulations and decisions to implement this decree.

Article V

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

– Undersecretary of the Ministry of Finance for Financial Affairs—Deputy Chairman.

– Undersecretary of the Ministry of Information.

– Secretary General of the Tender Board.

– Chief executive officer of the company.

– A representative of the Ministry of Defence selected by the Minister Responsible for Defence Affairs.

– Advisor of Telecommunications at the Ministry of Transport and Communications.
