Royal Decree 25/2000 Ratifying the Agreement on Cooperation in the Fields of Culture, Science, Education, Tourism, and Youth Between the Government of the Sultanate of Oman and the Government of the Russian Federation

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Agreement  Between the Government of the Sultanate of Oman and the Government of the Russian Federation on Cooperation in the Fields of Culture, Science, Education, Tourism, and Youth  signed in Muscat on 14 February 2000,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned Agreement  Between the Government of the Sultanate of Oman and the Government of the Russian Federation on Cooperation in the Fields of Culture, Science, Education, Tourism, and Youth is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 27/2000 Granting Omani Nationality

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Law Governing Omani Nationality issued by Royal Decree 3/83 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby granted to those named in the attached list, from the date stated next to each name.

Article II

This decree must be published in the Official Gazette.

Royal Decree 24/2000 on the Continuation of Granting Housing Loans and Assistance to Those with Low Income Without Interest

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State issued by Royal Decree 101/96, the Law Governing the Administrative Apparatus of the State issued by Royal Decree 26/75 and its amendments, the Social Residences Law issued by Royal Decree 35/77 and its amendments, Royal Decree 51/77 Establishing Oman Housing Bank, and Royal Decree 10/2000 Making a Ministerial Amendment, and in pursuance of public interest,

have decreed as follows

Article I

Without prejudice to the provisions of the mentioned Royal Decree 51/77, the Ministry of Transport and Housing must continue to grant housing loans and assistance to those with low income without interest, within the limits of the financial appropriations allocated for this purpose.

Article II

The Minister of Transport and Housing shall issue the necessary regulations to implement the provisions of this decree in accordance with the controls, rules, and conditions stipulated in the mentioned Social Residences Law, including the controls for determining the priority of housing loans and assistance to those with low income.

Article III

Royal Decree 22/2000 Issuing the System of Pensions and End of Service Gratuity for the Officers of the Internal Security Service

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

Royal Decree 7/94 Establishing the Internal Security Service Pension Fund and its amendments,

and the Service System for the Officers of the Internal Security Service issued by Royal Decree 9/98,

and in pursuance of public interest,

have decreed as follows

Article I

The attached System of Pensions and End of Service Gratuity for the Officers of the Internal Security Service hereby applies.

Article II

All rights that arose or resulted from the application of any law, system, or rules relating to retirement of the ISS officers before the date of entry into force of this decree are considered valid and effective.

Article III

The head of the ISS shall issue the necessary regulations and decisions to implement the provisions of the attached system.

Article IV

All that is contrary to the attached system, or in conflict with its provisions, is hereby repealed.

Article V

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 21/2000 Approving the Accession of the Sultanate to the World Customs Organization

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Convention Establishing a Customs Co-operation Council,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the World Customs Organization is hereby approved.

Article II

Competent entities shall undertake the procedures for acceding to the organisation in accordance with the provisions of its convention.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 16/2000 Extending the Validity of Licences of Foreign Legal Consultancy Offices and Amending Some Provisions of the Advocacy Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Advocacy Law issued by Royal Decree 108/96,

and in pursuance of public interest,

have decreed as follows

Article I

The validity of the licenses of foreign legal consultancy offices issued before the date of entry into force of the mentioned Royal Decree 108/96 hereby continue for a period of three years starting from 1 January 2000, and they shall not be renewed after that except in accordance with the provisions of the Advocacy Law.

Article II

The text of the of article 66(1) of the mentioned Advocacy Law is hereby replaced with the following text:

All those working in the legal profession, including attorneys or those who were licensed by the competent entities to open or work in legal consultancy offices before the entry into force of this law, shall register their names in the lawyers’ roll in accordance with its provisions within one year from the date of its entry into force. Omani lawyers are exempted from the provisions of article 6 during the seven years following the date of entry into force of this law.

Article III

This decree must be published in the Official Gazette.

Royal Decree 15/2000 Amending Some Provisions of Royal Decree 71/93 Establishing a Fund to Support Sporting Activities

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and Royal Decree 71/93 Establishing a Fund to Support Sporting Activities

and in pursuance of public interest,

have decreed as follows

Article I

The text of article III of the mentioned Royal Decree 71/93 is hereby replaced with the following text:

Article III

The work of the fund must be managed by a board of directors formed under the chairmanship of the President of the Public Authority for Youth Sports and Cultural Activities, and the membership of:

– Undersecretary of Financial Affairs in the Ministry of Finance as Deputy Chairman.

– Vice President of The Public Authority for Youth Sports and Cultural Activities.

– A representative of the Ministry of Education with the grade of undersecretary of a ministry.

– Assistant Inspector General of Police and Customs for Operations.

Article II

Two new articles numbered VII and VIII are hereby added to the mentioned Royal Decree 71/93 with the following texts:

Article VII

A committee must be formed to invest the property of the fund by a decision by the chairman of the board of directors.

Article VIII

The fund and its operations must be exempt from all prescribed taxes and customs duties.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its publication.
