Royal Decree 4/2000 Issuing the Law on Extradition

Arabic

We, Qaboos bin Said, the Sultan of Oman

After perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Omani Penal Law promulgated by Royal Decree 7/74 and its amendments,

and the Law Governing the Criminal Judiciary promulgated by Royal Decree 25/84 and its amendments,

and in pursuance of the public interest,

have decreed as follows

Article I

The provisions of the attached law shall apply in regard to extradition.

Article II

Articles 14 to 28 of the aforementioned Omani Penal Law are hereby repealed.

Article III

All that is contrary to the provisions of this decree, or in conflict with its provisions, is hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its publication.

Royal Decree 6/2000 Acceding to the Indian Ocean Tuna Commission

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State issued by Royal Decree 101/96, and the Agreement for the Establishment of the Indian Ocean Tuna Commission, and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Indian Ocean Tuna Commission is hereby approved.

Article II

Royal Decree 5/2000 on the Accession of the Sultanate of Oman to the Agreement on CAB International

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Agreement on CAB International,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the mentioned agreement is hereby approved.

Article II

Competent entities shall undertake the procedures for acceding to the mentioned agreement in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 3/2000 Amending Some Provisions of the Basic Statute of the Colleges of Education for Male and Female Teachers

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Basic Statute of the Colleges of Education for Male and Female Teachers issued by Royal Decree 79/95,

and in pursuance of public interest,

have decreed as follows

Article I

The texts of articles 25 and 26 of the mentioned Basic Statute of the Colleges of Education for Male and Female Teachers are hereby replaced with the following texts:

Article 25

The faculty of the colleges consists of professors, associate professors, assistant professors, teachers, and assistant teachers.

Article 26

The director general may decide, on the recommendation of the college council, to seek the assistance of visiting professors.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 96/99 Granting a Final Mulkiya Deed for Commercial and Industrial Lands

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Land Law issued by Royal Decree 5/80 and its amendments,

and the System for Government Land Entitlement issued by Royal Decree 81/84,

and in pursuance of public interest,

have decreed as follows

Article I

As an exception to the mentioned System for Government Land Entitlement, the granting of a mulkiya deed for commercial and industrial lands must be final.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 94/99 Establishing the Economic Coordination Council, Forming It, and Determining Its Competences

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and Royal Decree 49/90 Establishing a Committee for Commercial and Industrial Coordination and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

A government council named the “Economic Coordination Council” is hereby established under the chairmanship of His Excellency Sayyid Saif bin Hamad bin Saud and the membership of:

1. His Excellency Ahmed bin Abdulnabi Makki—Deputy Chairman

2. His Excellency Mohammed bin Al-Zubair bin Ali

3- His Excellency Malik bin Sulaiman Al-Mamari

4. His Excellency Dr Ali bin Mohammed bin Moosa

5. His Excellency Maqbool bin Ali bin Sultan

6. His Excellency Mohammed bin Ali bin Nasser Al-Alawi

7. His Excellency Dr Khamis bin Mubarak Al-Alawi

8. His Excellency Lieutenant General Hilal bin Khalid Al-Maawali

9. His Excellency Dr Sheikh Al-Yaqdhan bin Talib Al-Hinai—Secretary

Article II

The Economic Coordination Council is competent to review all economic matters and the obstacles to the process of economic development, to propose effective solutions to stimulate the national economy in general, and to overcome the difficulties faced by the private sector in some fields in particular. It is also competent to represent the government in joint meetings held with the business council, and other matters and topics assigned to it by His Majesty the Sultan.

The council may seek, in this regard, the assistance of experts and specialists.

Article III

The council must meet upon the invitation of its chairman, and its meetings are not valid unless attended by the majority of its members. The decisions and recommendations of the council must be issued by a majority, and in the case of a tie vote, the side that includes the chairman prevails.

The deputy chairman shall replace the chairman in his absence.

Article IV

The council must have a secretariat general in the Ministry of National Economy that shall present the topics of mandates for the council, collect data and statistics, conduct studies relating to these topics, prepare the minutes of the sessions, communicate the decisions and recommendations to the relevant entities, and any other works assigned to it by the council.

Article V

The mentioned Royal Decree 49/90 is hereby repealed, as well as the committees tasked with works that fall within the mandates stipulated in article II of this decree, and the matters they have are hereby referred to the Economic Coordination Council.

Article VI

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

Royal Decree 95/99 Regarding the State Financial Audit

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the State Audit Law issued by Royal Decree 129/91 and its amendments,

and Royal Decree 82/93 Adopting the Organisational Structure of the Diwan of Royal Court,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Secretariat General of State Financial Audit” wherever it appears in royal decrees, laws, and regulations is hereby amended to “State Financial Audit.”

Article II

The State Financial Audit must be a stand-alone institution that enjoys financial and administrative independence.

Article III

His Excellency Sayyid Abdullah bin Hamad bin Saif Al-Busaidi is hereby appointed President of the State Financial Audit, and he shall exercise the authorities of the minister stipulated in the mentioned State Financial Audit Law.

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
