We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
the Oil and Minerals Law issued by Royal Decree 42/74,
and the petroleum agreement between the Government of the Sultanate of Oman and Phillips Petroleum Moday Limited signed on 14 June 1999 between the Minister of Oil and Gas on behalf of the Government of the Sultanate and the mentioned company,
and in pursuance of public interest,
have decreed as follows
Article I
The mentioned petroleum agreement signed on 14 June 1999 between the Government of the Sultanate and Phillips Petroleum Moday Limited is hereby approved.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Article II
The name of the Ministry of Post, Telegraph, and Telephone is hereby amended to the Ministry of Communications, and Sheikh Suhail bin Mustahail bin Salim Bait Shammas is hereby appointed its minister.

Article I
The texts of articles 25 and 26 of the mentioned Basic Statute of the Colleges of Education for Male and Female Teachers are hereby replaced with the following texts:
Article 25
The faculty of the colleges consists of professors, associate professors, assistant professors, teachers, and assistant teachers.
Article 26
The director general may decide, on the recommendation of the college council, to seek the assistance of visiting professors.
