We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 42/74 Issuing the Oil and Minerals Law,

and the petroleum agreement between the Government of the Sultanate and a group of companies, Elf Petroleum Oman, Sumitomo Petroleum Development Company Limited, and Wintershall AG, signed on 9 December 1995 between the Minister of Oil and Minerals representing the Government of the Sultanate and the mentioned companies,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned petroleum agreement signed on 9 December 1995 between the Government of the Sultanate of Oman and the group of companies Elf Petroleum Oman, Sumitomo Petroleum Development Company Limited, and Wintershall AG is hereby approved.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The signing of the mentioned Agreement Between the Government of the Sultanate of Oman and the Government of the United Kingdom of Great Britain and Northern Ireland for the Promotion and Protection of Investments signed in Muscat on 25 November 1995 is hereby approved.

Article II

The mentioned agreement is hereby ratified.

The signing of the mentioned Agreement on the Reciprocal Promotion and Protection of Investments Between the Government of the Sultanate of Oman and the Government of the Republic of France signed on 17 October 1994 is hereby approved.

Article II

The mentioned agreement is hereby ratified.

The Ministry of National Economy is hereby established and Ahmed bin Abdulnabi Makki is hereby appointed as its Minister and Deputy Chairman of the Financial Affairs Council.

Article II

The name of the Ministry of Finance and Economy is hereby amended to the Ministry of Finance.

Article III

The Minister of National Economy shall supervise the Ministry of Finance.

Article IV

Sheikh Abdulaziz bin Matar bin Salim Al-Azizi is hereby appointed Minister of Civil Service.

Article V

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
