We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
the Commercial Companies Law 4/74 and its amendments,
Royal Decree 51/77 Establishing Oman Housing Bank,
the constitutive contract and the articles of association of the bank,
and in pursuance of public interest,
have decreed as follows
Article I
The following are hereby appointed members of the Board of Directors of Oman Housing Bank as representatives of the stake of the government:
– Director General of Expenditure Review in Financial Affairs at the Ministry of Finance and Economy.
– Director General of Administrative and Financial Affairs in Financial Affairs at the Ministry of Finance and Economy.
– Deputy Director of the Treasury Department in Financial Affairs at the Ministry of Finance and Economy.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
A fund named the “Internal Security Service Pension Fund” is hereby established in accordance with this decree.
Article II
The fund must have an independent legal personality and is not be considered a government administrative unit.
Article III
The Head of the Internal Security Service and all other relevant entities shall implement this decree, each within its field of competence.
Article IV
All that is contrary to this decree is hereby repealed.
Article V
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

have decreed as follows
Article I
The responsibilities, mandates, allocations, and records relating to dams and aflaj are hereby transferred to the Ministry of Water Resources, and the officers working in this field are hereby transferred to it from the Ministry of Agriculture and Fisheries.Article II
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.Article III

After perusal of Royal Decree 26/75 concerning the Promulgation of the Law Governing the Administrative Apparatus of the State and its amendments,
and stemming from the development witnessed by the Sultanate in various fields,
and Our commitment to support the journey of comprehensive development,
and in pursuance of public interest,
it is hereby decided
Article 1
His Highness Sayyid Fahad bin Mahmoud Al-Said is hereby appointed Deputy Prime Minister for the Affairs of the Council of Ministers.
Article 2
The name of “Secretariat of the Council of Ministers” is hereby amended to “Secretariat General of the Council of Ministers”, and the title of “Secretary of the Council” is hereby amended to “Secretary General”.
Article 3
The Deputy Prime Minister for the Affairs of the Council of Ministers shall supervise the work of the Council of Ministers and its secretariat general, and the Internal Regulation of the Council of Ministers is hereby amended in line with the provisions of this article.
Article 4
A ministry for higher education is hereby established and Yahya bin Mahfoudh Al-Manthri is appointed as its minister, and he is also appointed the chairman of the university council.
Article 5
A ministry for legal affairs is hereby established and Mohamed bin Ali bin Nasser Al-Alawi is appointed Minister of State for Legal Affairs.
Article 6
Sayyid Saud bin Ibrahim bin Saud Al-Busaidi is hereby appointed Minister of Education.
Article 7
A ministry for development is hereby established and Mohammed bin Moosa Al-Yousef is hereby appointed Minister of State for Development Affairs.
Article 8
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and the draft Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Yemen for Air Services Between and Beyond Their Respective Territories,
and in pursuance of public interest,
have decreed as follows
Article I
The Minister of Transport is hereby authorised to sign the mentioned Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Yemen for Air Services Between and Beyond Their Respective Territories.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
