We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 31/91 Establishing a Supreme Committee for Vocational Training and Labour,

and in pursuance of public interest,

have decreed as follows

Article I

The Minister of Civil Service is hereby appointed as Deputy Chairman of the Supreme Committee for Vocational Training and Labour.

Article II

The President of the Vocational Training Authority is hereby appointed as a member of the Supreme Committee for Vocational Training and Labour.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and Royal Decree 115/91 Establishing a Vocational Training Authority,

and in pursuance of public interest,

have decreed as follows

Article I

The following articles of the Basic Statute of the Vocational Training Authority are hereby amended as follows:

Article 4

The management of the authority must be undertaken by a board composed as follows:

– Minister of Civil Service	Chairman
– President of the authority	Deputy chairman
– Undersecretary of the Ministry of Social Affairs and Labour for Labour Affairs	Member
– The Undersecretary of the Ministry of Civil Service.	Member
– A representative of the Ministry of Finance and Economy, whose grade is not less than a director general	Member
– A representative of the General Chamber of Commerce and Industry nominated by its Board of Directors	Member

Article 5, final paragraph

The board may delegate some of its powers to its chairman or the chairman of the authority.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The Secretary General of the Supreme Committee for Conferences—Acting Chairman of the Public Authority for Sports and Youth Activities—is hereby authorised to sign the mentioned Memorandum of Understanding Between the Government of the Sultanate of Oman and the Government of the United Kingdom of Great Britain and Northern Ireland in the Fields of Sports and Youth.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
