We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 27/75 Issuing the Civil Service Law,

and in pursuance of public interest,

have decreed as follows

Article 1

Abdullah Salim Al-Zidi, Director General of the Ministry of Interior, is promoted to Undersecretary of the Ministry of Interior.

Article 2

All relevant entities shall implement this decree, each within its mandates.

Article 3

This decree must be published in the Official Gazette, and comes into force from 1 May 1978.

All relevant entities shall implement this decree, each within its mandates.

Article 3

This decree must be published in the Official Gazette, and comes into force from 1 May 1978.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the Land Distribution Law 4 of 1972,

and the Law Governing Lands 6 of 1972,

and in pursuance of public interest,

have decreed as follows

Article 1

The Minister of Land Affairs and Municipalities shall, in exercising his mandates in relation to agricultural lands in accordance with the mentioned Land Distribution Law 4 of 1972 and the Law Governing Lands 6 of 1972, consult and coordinate with the Minister of Agriculture, Fisheries, Oil, and Minerals.

Article 2

Decisions, contracts, and actions undertaken by the Ministry of Land Affairs and Municipalities regarding the matters referred to in the preceding article are hereby not considered final or effective until they have been approved and endorsed by the Ministry of Agriculture, Fisheries, Oil, and Minerals.

Article 3

The provisions of Laws 4 and 6 of 1972 referred to in article 1 are hereby amended in accordance with this decree.

Article 4

The Minister of Land Affairs and Municipalities and the Minister of Agriculture, Fisheries, Oil, and Minerals shall implement this decree and issue regulations to ensure the coordination of work between their ministries in accordance with its provisions.

Article 5

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

and the Organisational Structure of the Ministry of Transportation provided in Annex B to that law,

Article 1

The Directorate General of Transportation provided in the Organisational Structure of the Ministry of Transportation is hereby downgraded to the grade of a directorate.

Article 2

The Directorate of Housing provided in that organisational structure is hereby downgraded to the grade of section.

Article 3

This decree must be published in the Official Gazette, and comes into force on 1 January 1978.

and after perusal of Royal Decree 82/77 Regarding the Use and Circulation of Explosive Materials in the Sultanate,

and in pursuance of public interest,

have decreed as follows

Article 1

A new paragraph is hereby added at the end of Article 1 of Royal Decree 82/77 issued on 27 December 1977 Regarding the Use and Circulation of Explosive Materials in the Sultanate, as follows:

The provisions of this law do not apply to the Sultan’s Armed Forces or any of its land, air, or naval divisions in regard to military ammunition and explosives equipped by these forces.

Article 2

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Article 1

Qasim Al-Jamali, Ambassador of the Sultanate of Oman to the State of Kuwait, is hereby authorised to represent the Sultanate at the Kuwait Regional Conference for the Protection and Development of the Marine Environment and Coastal Areas and to sign the Kuwait Regional Convention for Co-operation on the Protection of the Marine Environment from Pollution and the Protocol Concerning Co-operation in Combating Pollution by Oil and Other Harmful Substances in Case of Emergency, agreed upon at the conference meeting in Nairobi from 13 to 18 June 1977, and any other protocol to the mentioned convention.

Article 2

The Minister of State for Foreign Ministry shall issue the necessary authorisation documents in relation to this decree. The other competent entities shall implement this decree, each within its mandate.

Article 3

This decree must be published in the Official Gazette.

and the Law of Protection of Developing Industries 6/1974,

Article 1

The Minister of Commerce and Industry may increase customs duties within 25% on imports of foreign products that are competitive and alternative to local products that meet the standard specifications set by the competent government entities.

Article 2

If the Minister of Commerce and Industry deems it necessary to increase customs duties by more than the mentioned 25%, he shall refer the matter to the Development Council.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its publication.
