We, Qaboos bin Said, the Sultan of Oman

after perusal of the Law Governing the Administrative Apparatus of the State 26/75 and its amendments, and in particular article 13 of it,

and in pursuance of public interest,

have decreed as follows

Article 1

The Ministry of Public Works is hereby downgraded to a directorate general.

Article 2

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Article 1

Abdullah Ali Al-Qatabi is hereby appointed Undersecretary of the Ministry of Transport for Roads and Ports Affairs.

Article 2

Saif Salim Al-Maamari, Undersecretary of Planning Affairs in the Development Council, is hereby transferred and appointed Undersecretary of the Ministry of Electricity and Water.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

The Minister of State for Foreign Affairs is hereby authorised to sign on Our behalf the Agreement on the Development of Economic and Industrial Cooperation between the Government of the Sultanate of Oman and the Federal Republic of Germany.

and the Agreement Establishing Gulf Air Company between the Government of the Sultanate and the Governments of the Emirate of Abu Dhabi, the State of Bahrain, and the State of Qatar, signed on 1 May 1978, and in particular Article 24(2) of the Agreement.

Article 1

The mentioned Agreement Establishing Gulf Air Company is hereby ratified.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the Land Distribution Law 4 of 1972,

and the Law Governing Lands 6 of 1972,

and in pursuance of public interest,

have decreed as follows

Article 1

The lands located in the following areas are hereby allocated for tourism purposes:

1. The lands located on both sides of the corniche from Muscat to the Port Qaboos, including the lands resulting from reclamation operations in the area. Any disposals relating to the ownership or lease of these lands or the creation of any right over them that may have been made by any government entity prior to the issuance of this decree are hereby revoked.

2. The lands owned by the government on the date of issuance of this decree and located in the area extending from Sidab to Khiran.

3. The lands allocated for tourism purposes in areas other than the two areas referred to in the two preceding paragraphs.

Article 2

It is not permitted to distribute the lands stipulated in the preceding article or to dispose of them by the relevant government entities in any manner of disposal except by virtue of a royal decree specifying the purpose of granting the land or disposing of it.

Article 3

This decree comes into force on the date of its issuance and must be published in the Official Gazette.

and the Banking Law 7 of 1974,

and in pursuance of public interest,

have decreed as follows

Article 1

Yahya Mohammed Naseeb is hereby appointed a member of the Board of Governors of the Central Bank of Oman.

Article 2

Those concerned shall implement this decree, and it must be published in the Official Gazette and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 42/1974 Issuing the Oil and Minerals Law,

and Royal Decree 19/1977 Approving the Assignment Issued by Quintana International Limited Company of a 40% Share of Its Stake in the Agreement Entered into Between It and the Government of the Sultanate on 7 December 1975 to Gulf Oman Petroleum Company Limited and Amending the Text of Article 26(2) of the Agreement,

have decreed as follows,

Article 1

The Minister of Agriculture, Fisheries, Oil, and Minerals is hereby authorised the right to approve increasing the stake assigned from Quintana International Limited Company to Gulf Oman Petroleum Limited Company under article I of the mentioned Royal Decree 19/77 and under the same conditions, from 40% (forty per cent) to 50% (fifty per cent), provided that the mentioned increase takes effect from the date of entry into force of this decree.

Article 2

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

Ahmed Abdulnabi Makki, Our ambassador to the French Republic, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of the Sultanate to the Kingdom of Spain and the Kingdom of Belgium.

Article 2

Ahmed Mohammed Al-Lamki, Our ambassador to the Federal Republic of Germany, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of the Sultanate to the Swiss Confederation.

Article 3

The Minister of State for Foreign Affairs shall implement this decree, and it must be published in the Official Gazette and comes into force from the date of its issuance.
