We, Qaboos bin Said, the Sultan of Oman

after perusal of Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State, as amended by Decree 13/76,

and in pursuance of public interest,

have decreed as follows

Article 1

A Secretariat General of the Council of Ministers is hereby established, attached to the Office of the Prime Minister and supervised by the Minister of Royal Court Affairs.

Article 2

The Secretariat General of the Council of Ministers must be formed under the chairmanship of a secretary general with the grade of undersecretary of a ministry, whose appointment and salary must be determined by royal decree, and with the membership of a number of experts and technical and legal advisors, who must be selected by the Council of Ministers and appointed by decision issued by it.

Article 3

The organisational structure of the secretariat general and the determination of the salaries or remuneration of its members must be issued by a decision by the Council of Ministers.

Article 4

The mandates of the secretariat general are hereby determined as follows:

(a) Convening the meetings of the Council of Ministers and preparing its agenda.

(b) Recording and drafting the minutes of meetings of the Council of Ministers and communicating them to the ministers after their ratification.

(c) Preparing studies and providing opinions on the matters submitted to the Council of Ministers and those it is tasked with, whether from a technical or legal point of view.

(d) Following up on the implementation of the decisions of the Council of Ministers with the relevant ministries and submitting its report on them to the Council of Ministers.

(e) Receiving copies of the minutes of meetings of the specialised councils to present them with an opinion to the Council of Ministers.

(f) Carrying out other matters entrusted to it.

Article 5

All that is contrary to the provisions of this decree, or in conflict with them, from the provisions of the mentioned Decree 26/75 or any other law or decree, is hereby repealed.

Article 6

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and Royal Decree 43/77 Establishing the Education and Vocational Training Council,

and in pursuance of public interest,

have decreed as follows

Article 1

The Education and Vocational Training Council established by the mentioned Decree 43/77 is hereby recomposed as follows under the chairmanship of His Majesty the Sultan.

A representative of the Ministry of Education or the Ministry of Social Affairs and Labour Secretary general of the council

In the absence of the deputy chairman, the Minister of Education shall act in his place.

The board may invite to attend its sessions and seek the assistance of experts in their respective fields in exercising its mandates, without any of them having a counted vote in the deliberations of the council.

Article 2

Article 2 of the mentioned Decree 43/77 is hereby repealed.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of article 14 of the Diplomatic and Consular Corps Law 50/74 issued on 7 December 1974, and based on the matters presented to Us by the Minister of State for Foreign Affairs,

have decreed as follows

Article 1

Ambassador Ahmed Hamoud Al-Harthy, Our ambassador to the Republic of Kenya, is hereby transferred to the headquarters of the Foreign Ministry.

Article 2

The Minister of State for Foreign Affairs shall implement this decree, and it comes into force from 1 December 1977 and must be published in the Official Gazette.

after perusal of the Law Governing the Administrative Apparatus of the State 26/75 amended by Decree 13/76,

Royal Decree 39/76 Establishing the Directorate General of Standards and Metrology at the Ministry of Commerce and Industry,

and in pursuance of public interest,

have decreed as follows

Article 1

The Directorate General of Standards and Metrology at the Ministry of Commerce and Industry is hereby competent to establish Omani standard specifications for products and raw materials used in various industrial sectors.

Article 2

The technical committees for standards formed by this ministry must include representatives from other ministries whose scope of work includes the production of the goods for which standard specifications are to be established.

Article 3

The Minister of Commerce and Industry may issue ministerial decisions on Omani standard specifications, and these standards shall be binding on the owners of various industrial establishments.

Article 4

Without prejudice to any punishment more severe stipulated in any other law, whoever produces goods that violate the binding Omani standards must be punished by a fine no less than two hundred Rial Omani and not exceeding one thousand Rial Omani, and imprisonment for a period ranging from one week to one month, or one of those two punishments.

In the event of a repeat violation, the punishment must be doubled, in addition to the closure of the industrial establishment or that part of the establishment that produces the good that is the subject of the violation, as the case may be.

Article 5

The competent entities shall implement the provisions of this decree, each within its mandate.

Article 6

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

The services of Sheikh Hilal bin Sultan bin Saif Al-Hosni, Undersecretary of the Ministry of Land Affairs and Municipalities, are hereby transferred to the Ministry of Justice.

Article 2

The mentioned is hereby appointed Undersecretary of the Ministry of Justice.

Article 3

Those concerned shall implement this decree, each within his mandate, and it must be published in the Official Gazette.
