We, Qaboos bin Said, the Sultan of Oman

after perusal of the Law Governing the Administrative Apparatus of the State, and Decree 13/76 amending it,

Royal Decree 48/76 Regarding the Signing of Foreign and Domestic Financial Transactions,

and the Loan Agreement Between the Government of the Sultanate of Oman and the Saudi Fund for Development as agent for the Government of the Kingdom of Saudi Arabia, for the Mountain Roads Network Project in the Southern Region signed on 20 July 1977.

have decreed as follows

Article 1

The mentioned Loan Agreement Between the Government of the Sultanate of Oman and the Saudi Fund for Development as agent for the Government of the Kingdom of Saudi Arabia, for Mountain Roads Network Project in the Southern Region is hereby ratified.

Article 2

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 48/76 Regarding the Signing of Foreign and Domestic Financial Transactions,

and the Oil Purchase Agreement signed between the Government of the Sultanate of Oman and Gulf Oil Company on 9 February 1976,

and in order to achieve the public interest,

have decreed as follows

Article 1

The Minister of Agriculture, Fisheries, Oil, and Minerals is hereby authorised the right to agree to repeal the text of article 13(1) of the mentioned Oil Purchase Agreement and replace it with the following text:

Article 13(1)

The Laws, regulations and orders of the Sultanate of Oman relating to the destination of crude oil from time to time in force, shall apply to Buyers with respect to the export of petroleum purchased hereunder.

Article 2

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

We hereby declare the accession of the Government of the Sultanate of Oman to the Florence Agreement on the Importation of Educational, Scientific and Cultural Materials.

Article 2

The competent entities shall implement this decree, each within its mandate, and it must be published in the Official Gazette.

Counsellor Mushtaq Abdullah Jaafar is hereby granted the title of Ambassador, and appointed Ambassador of the Sultanate of Oman to the Republic of Djibouti.

Article 2

The Minister of State for Foreign Affairs shall implement this decree, and it comes into force from 1 November 1977, and must be published in the Official Gazette.

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Law Governing the Administrative Apparatus of the State of 1975 issued by Royal Decree 26/75 and its amendments, and the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export, and Transfer of Ownership of Cultural Property, adopted by the General Conference of the United Nations Educational, Scientific, and Cultural Organisation (UNESCO) at its sixteenth session in Paris on 14 November 1970, and as required by the public interest,

have decreed as follows

Article 1

The accession of the Sultanate of Oman to the mentioned Convention on the Means of Prohibiting and Preventing the Illicit Import, Export, and Transfer of Ownership of Cultural Property is hereby approved.

Article 2

The Minister of National Heritage shall implement the provisions of the mentioned Convention regarding the deposit of the instrument of accession with the United Nations Educational, Scientific, and Cultural Organization (UNESCO).

Article 3

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Law Governing the Administrative Apparatus of the State 26/75 and its amendments,

and after perusal of the Private Schools Law 2/73,

and in pursuance of public interest,

have decreed as follows

Article 1

General education schools established by any entity in the Sultanate, whether governmental other than the Ministry of Education or non-governmental, are hereby classified under the name “private schools”.

Article 2

The establishment of private schools is hereby subject to the approval of the Ministry of Education as the sole authority supervising all stages and various types of education.

Article 3

The Minister of Education shall issue the regulations, statutes, and decisions relating to the establishment of private schools.

Article 4

Any person who intentionally violates the provisions of article 2 of this decree or the provisions of any of the regulations, statutes, and decisions stipulated in article 3 of it must be punished by a fine not exceeding 500 Rial Omani, imprisonment for a period not exceeding three months, or both punishments together. If the violation is repeated, the punishment must be doubled.

Article 5

Any previous law or decree relating to private schools, in particular the Private Schools Law 2 of 1973, is hereby repealed.

Article 6

This decree must be published in the Official Gazette, and comes into force on the date of its publication.
