Royal Decree 18/2020 Ratifying the Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of India on Legal and Judicial Cooperation in Civil and Commercial Matters

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Agreement between the Government of the Sultanate of Oman and the Government of the Republic of India on Legal and Judicial Cooperation in Civil and Commercial Matters signed in Muscat on 11 February 2018,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree shall be published in the Official Gazette and shall come into force on the date of its issuance.

Royal Decree 15/2020 Amending Some Provisions of Royal Decree 62/2013 Establishing the National Museum and the System Attached to It

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and Royal Decree 62/2013 Establishing the National Museum and Issuing Its System,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments to the aforementioned Royal Decree 62/2013 and the system attached to it shall be implemented.

Article II

All that is contrary to the attached amendments or in conflict with their provisions is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 23/2020 Ratifying the Montreal Protocols Relating to Amendments to Articles 50(a) and 56 of the Convention on International Civil Aviation Signed in Chicago in 1944

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Convention on International Civil Aviation signed in Chicago 1944,

the Protocol Relating to an Amendment of Articles 50(a) of the aforementioned convention,

and the Protocol Relating to an Amendment of Articles 56 of the aforementioned convention,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned protocols are hereby ratified in the forms attached.

Article II

Competent bodies shall deposit the instruments of ratification for the aforementioned protocols in accordance with their provisions.

Article III

This decree shall be published in the Official Gazette and shall come into force on the date of its issuance.

Royal Decree 20/2020 Approving the Accession of the Sultanate of Oman to the Vienna Convention on Road Traffic 1968

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Vienna Convention on Road Traffic 1968 done on 8 November 1968,

and after presentation to Majlis Al-Shura,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Vienna Convention on Road Traffic 1968 is hereby approved in the form attached.

Article II

The Sultanate hereby makes a reservation to article 52 of the aforementioned convention.

Article III

Competent bodies shall deposit the instrument of accession for the aforementioned convention in accordance with its provisions, taking into consideration the reservation of the Sultanate stipulated in article II above.

Article IV

This decree shall be published in the Official Gazette and shall come into force on the date of its issuance.

Royal Decree 17/2020 Transferring and Appointing in the Diplomatic Corps

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law Governing the Foreign Ministry promulgated by Royal Decree 32/2008,

and in pursuance of public interest,

have decreed as follows

Article I

The ambassadors named below are hereby transferred to the headquarters of the Foreign Ministry:

1. Sheikh Dr Abdullah bin Saleh bin Hilal Al-Saadi, Our ambassador to the People’s Republic of China.

2. Mohammed bin Salim bin Hamoud Al-Harthi, Our ambassador to the Republic of Korea.

3. Sheikh Dr Sulaiman bin Saud bin Ali Al-Jabri, Our ambassador to the Republic of Sudan.

4. Dr Khalid bin Said bin Salim Al-Jaradi, Our ambassador to the United Arab Emirates.

5. Saud bin Ali bin Mohammed Al-Ruqaishi, Our ambassador to the Republic of Tunisia.

6. Saud bin Ahmed bin Khalid Al-Barwani, Our ambassador to the Islamic Republic of Iran.

7. Dr Adnan bin Ahmed bin Abdullah Al-Ansari, Our ambassador to the State of Kuwait.

Article II

The following are hereby transferred:

1. Abdullah bin Nasser bin Musallam Al-Rahbi, the Permanent Representative of the Sultanate in Geneva, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the United Arab Emirates.

2. Dr Said bin Mohammed bin Ali Al-Barami, Our ambassador to the Republic of Kazakhstan, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Kingdom of Morocco.

Article III

The following are hereby appointed:

1. Yahya bin Mooosa bin Issa Al-Bakri an ambassador extraordinary and plenipotentiary of Ours to the Republic of Tunisia.

2. Nasser bin Mohammed bin Khalifa Al-Busaidy an ambassador extraordinary and plenipotentiary of Ours to the People’s Republic of China.

3. Ibrahim bin Ahmed bin Mohammed Al-Muaini an ambassador extraordinary and plenipotentiary of Ours to the Islamic Republic of Iran.

4. Sayyid Turki bin Mahmood bin Ali Al-Busaidy an ambassador extraordinary and plenipotentiary of Ours to the Syrian Arab Republic.

5. Hamid bin Ahmed bin Aqeel Aidaroos Al-Sheikh Abubakr an ambassador extraordinary and plenipotentiary of Ours to the Republic of Iraq.

6. Issa bin Abdullah bin Jabir Al-Alawi an ambassador extraordinary and plenipotentiary of Ours to the Kingdom of Thailand.

Article IV

The following are hereby granted:

1. Minister Plenipotentiary Idris bin Abdulrahman bin Issa Al- Khanjari the title of ambassador, and is hereby appointed an ambassador extraordinary of Ours to the United Nations in Geneva.

2. Minister Plenipotentiary Saleh bin Mohammed bin Ahmed Al-Saqri the title of ambassador, and is hereby appointed an ambassador extraordinary of Ours to the Socialist Republic of Vietnam.

3. Minister Plenipotentiary Dr Sheikh Abdullah bin Salim bin Hamad Al-Harthi the title of ambassador, and is hereby appointed an ambassador extraordinary of Ours to the Kingdom of the Netherlands.

4. Minister Plenipotentiary Dr Saleh bin Amer bin Harith Al- Kharusi the title of ambassador, and is hereby appointed an ambassador extraordinary of Ours to the State of Kuwait.

5. Minister Plenipotentiary Ali bin Sulaiman bin Said Al- Darmaki the title of ambassador, and is hereby appointed an ambassador extraordinary of Ours to the Republic of Sudan.

6. Minister Plenipotentiary Sheikh Zakaria bin Hamad bin Hilal Al-Saadi the title of ambassador, and is hereby appointed an ambassador extraordinary of Ours to the Republic of Korea.

7. Advisor Mohammed bin Abdullah bin Saleh Al-Bahrani the title of ambassador, and is hereby appointed an ambassador extraordinary of Ours to the Republic of Kazakhstan.

8. Advisor Yousef bin Said bin Mohammed Al-Amri the title of ambassador, and is hereby appointed an ambassador extraordinary of Ours to the Federal Republic of Germany.

Article V

This decree shall be published in the Official Gazette and shall come into force on the date of its issuance.

Royal Decree 6/2020 regarding the Higher Committee for National Day Celebrations

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Law on Pensions and End of Service Gratuity for Omani Government Employees promulgated by Royal Decree 26/86,

the Financial Law promulgated by Royal Decree 47/98,

the Civil Service Law promulgated by Royal Decree 120/2004,

and Royal Decree 21/99 Appointing a Secretary General for the Higher Committee for National Day Celebrations,

and in pursuance of public interest,

have decreed as follows

Article I

The Higher Committee for National Day Celebrations shall enjoy legal personality, as well as financial and administrative independence. It shall be subject to the supervision of the Minister of the Diwan of Royal Court.

Article II

The provisions of financial, administrative, employee affairs, and retirement laws and regulations in force in the administrative apparatus of the state shall apply to the Higher Committee for National Day Celebrations.

Article III

A Secretary General shall undertake the administrative and financial affairs of the Higher Committee for National Day Celebrations. A royal decree shall be issued appointing him and determining his entitlements. He shall be assisted by a sufficient number of employees from a variety of disciplines relevant to the work of the committee.

Article IV

The Secretary General of the Higher Committee for National Day Celebrations shall represent the committee before the courts and in its relations with others. He shall have the authorities of the head of the unit stipulated in the laws and regulations in force in the administrative apparatus of the state in regard to the administrative affairs of the committee.

Article V

All that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VI

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 4/2020 Issuing the Internal Security Service Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 9/98 Approving the Service System for the Employees of the Internal Security Service,

Royal Decree 22/2000 Issuing the System of Pensions and End of Service Gratuity for Employees of the Internal Security Service,

and the Military Justice Law promulgated by Royal Decree 110/2011,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law shall apply in regard to the Internal Security Service.

Article II

The Head of the Internal Security Service shall issue the regulations and decisions necessary to implement the provisions of the attached law, and until they are issued the existing systems, regulations, and decisions shall continue to operate to the degree that they do not contradict with its provisions.

Article III

The System of the Service of Employees of the Internal Security Service promulgated by Royal Decree 9/98 is hereby repealed as well as all that is contrary to this decree and the attached law or in conflict with their provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Sayyid Said bin Sultan bin Yarub Al-Busaidi is hereby appointed Undersecretary for the Ministry of Arts Affairs.

Royal Decree 5/2020 Making Some Amendments to the Civil Defence Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Civil Defence Law promulgated by Royal Decree 76/91,

and Royal Decree 63/2003 regarding the National Security Council,

and in pursuance of public interest,

have decreed as follows

Article I

The term “National Committee for Civil Defence” shall be replaced with the term “National Committee for Emergency Management” wherever it occurs in the aforementioned Civil Defence Law or any laws and royal decrees.

Article II

The attached amendments to the aforementioned Civil Defence Law shall be implemented. 

Article III

All that is contrary to this decree and the attached amendments or in conflict with their provisions is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.
