Royal Decree 75/2019 Issuing the Law Governing the Practice of the Medical Profession and Allied Health Professions

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law for the Practice of the Medical Profession and Dentistry promulgated by Royal Decree 22/96,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Law Governing the Practice of the Medical Profession and Allied Health Professions shall apply.

Article II

The Minister of Health shall issue the executive regulations of the attached law within a period not exceeding one year from the date of its issuance, and he shall issue the decisions necessary to implement its provisions, and until they are issued the existing regulations and decisions shall continue to operate to the degree that they do not contradict with the provisions of the attached law.

Article III

The Law for the Practice of the Medical Profession and Dentistry promulgated by Royal Decree 22/96 is hereby repealed, as well as every provision contrary to the attached law or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96, and the Civil Service Law promulgated by Royal Decree 120/2004, and in pursuance of public interest,

have decreed as follows

Article I

Hussein bin Ali bin Zahir Al-Hilali is hereby appointed an advisor in the Ministry of Legal Affairs with the special grade.

Article II

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Judicial Authority Law promulgated by Royal Decree 90/99,

the Public Prosecution Law promulgated by Royal Decree 92/99,

and Royal Decree 4/2014 Amending the Schedule of Salaries, Allowances and Remuneration of Judges, Members of the Administrative Judiciary Court, and Members of the Public Prosecution,

and in pursuance of public interest,

have decreed as follows

Article I

Naser bin Khamis bin Mohammed Al-Sawaei is hereby appointed the Public Prosecutor.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 70/2019 Appointing a Chairman for the Tax Authority

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and Royal Decree 66/2019 Establishing the Tax Authority,

and in pursuance of public interest,

have decreed as follows

Article I

Sultan bin Salim bin Said Al-Habsi the Deputy Chairman of the Board of Governors of the Central Bank of Oman is hereby appointed Chairman of the Tax Authority with the same rank and financial entitlements.

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 65/2019 Establishing the Ministry of Arts Affairs

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 128/91 Issuing the Law concerning the Financial System of the Diwan of Royal Court,

Royal Decree 97/97 Issuing the Law concerning the Employee System of the Diwan of Royal Court,

Royal Decree 52/2012 Establishing Sultan Qaboos Higher Centre for Culture and Science and Issuing Its System,

and Royal Decree 40/2016 Determining the Competences of the Ministry of Heritage and Culture and Approving Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

A ministry named the “Ministry of Arts Affairs” is hereby established. Its competences shall be determined, and its organisational structure shall be approved, by royal decree.

Article II

The competences and allocations of the General Directorate of Arts in the Ministry of Heritage and Culture shall be transferred to the Ministry of Arts Affairs, as well as the competences and allocations of the Omani Society for Fine Arts, the Omani Oud Hobbyist Association, and the Photographic Society of Oman of the Sultan Qaboos Higher Centre for Culture and Science.

Article III

The employees of the General Directorate of Arts in the Ministry of Heritage and Culture, the Omani Society for Fine Arts, the Omani Oud Hobbyist Association, and the Photographic Society of Oman shall be transferred to the Ministry of Arts Affairs with the same employment status and financial entitlements.

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Civil Service Law promulgated by Royal Decree 120/2004,

and Royal Decree 114/2011 Approving the Administrative Division of the Sultanate and Governing the Work of Governors,

and in pursuance of public interest,

have decreed as follows

Article I

Sayyid Khalifa bin Al-Murdas bin Ahmed Al-Busaidi is hereby appointed Governor of Buraimi with the same grade and financial entitlements.

Article II

Dr Ahmed bin Mohsin bin Mohammed Al-Ghassani is hereby appointed Chairman of Dhofar Municipality with the special grade.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

and the Law concerning the Employee System of the Diwan of Royal Court promulgated by Royal Decree 97/97,

Engineer Muhsin bin Mohammed bin Ali Al-Sheikh is hereby appointed an advisor in the Diwan of Royal Court with the same rank and financial entitlements.

Royal Decree 67/2019 Creating the Position of Minister of State and Governor of Musandam and Amending Royal Decree 114/2011 Approving the Administrative Division of the Sultanate and Governing the Work of Governors

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and Royal Decree 114/2011 Approving the Administrative Division of the Sultanate and Governing the Work of Governors,

and in pursuance of public interest,

have decreed as follows

Article I

A position named the “Minister of State and Governor of Musandam” is hereby created.

Article II

Office of the Minister of State and Governor of Musandam is hereby established. Its competences shall be issued, and its organisational structure shall be approved, by royal decree.

Article III

The texts of articles II and III of the aforementioned Royal Decree 114/2011 is hereby replaced with the following texts:

Article II

Appointment of a governor shall be by royal decree, and he shall be subject to the supervision of the Minister of Interior in exercising his competences except for the Governors of Muscat, Dhofar, and Musandam.
