Royal Decree 9/2018 regarding the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Law of Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court promulgated by Royal Decree 86/96,

the Law concerning the Employee System of the Diwan of Royal Court promulgated by Royal Decree 97/97,

Royal Decree 13/2003 Adopting the Organisational Structure of the Office of the Representative of His Majesty the Sultan,

and Royal Decree 10/2017 Appointing a Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan,

and in pursuance of public interest,

have decreed as follows

Article I

All employees of the Office of the Special Representative of His Majesty the Sultan are hereby transferred with the same employment status to the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan.

Article II

The aforementioned Law on Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court and the Law concerning the Employee System of the Diwan of Royal Court apply to the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan and its employees.

Article III

A Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan shall assume the competences of the Minister of the Diwan of Royal Court in the aforementioned laws, as well as the competences of the head of the unit in the laws applicable to the units of administrative apparatus of the state, in regard to the administrative divisions subordinate to the Office of the Deputy Prime Minister for International Relations and Cooperation Affairs and Special Representative of His Majesty the Sultan, and their employees.

Article IV

The aforementioned Royal Decree 13/2003 is hereby repealed as well as all that is contrary to this decree, or in conflict with its provisions.

Article V

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby granted to those named in the attached list.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 11/2018 Appointing a Non-resident Ambassador

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96, and the Law Governing the Foreign Ministry promulgated by Royal Decree 32/2008, and in pursuance of public interest,

have decreed as follows

Article I

Ambassador Dr Qasim bin Mohammed bin Salim Al-Salhi, Our Ambassador to the Republic of Turkey, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Georgia, the Republic of Azerbaijan, and the Republic of Turkmenistan.

Article II

Royal Decree 8/2018 Issuing the National Payment Systems Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Law of Commerce promulgated by Royal Decree 55/90,

the Capital Market Law promulgated by Royal Decree 80/98,

the Banking Law promulgated by Royal Decree 114/2000,

the Electronic Transactions Law promulgated by Royal Decree 69/2008,

the Cybercrime Law promulgated by Royal Decree 12/2011,

and the Law of Combating Money Laundering and Terrorism Financing promulgated by Royal Decree 30/2016,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached National Payment Systems Law shall apply.

Article II

All that is contrary to this law, or in conflict with its provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the lapse of 30 (thirty) days from the date of its publication in the Official Gazette.

Royal Decree 7/2018 Issuing the Penal Law

Consolidated Text Arabic

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Omani Penal Law promulgated by Royal Decree 7/74,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Penal Law shall apply.

Article II

The Omani Penal Law promulgated by Royal Decree 7/74 is hereby repealed, as well as all that is contrary to this law or in conflict with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

The attached note and masterplan of the aforementioned Royal Decree 3/2015 are hereby replaced with the note and masterplan attached to this decree.

Royal Decree 2/2018 Establishing the Competition Protection and Monopoly Prevention Centre and Issuing Its System

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the System of Public Authorities and Establishments promulgated by Royal Decree 116/91,

Royal Decree 26/2011 Establishing the Public Authority for Consumer Protection,

the System of the Public Authority for Consumer Protection promulgated by Royal Decree 53/2011,

and the Law of Competition Protection and Monopoly Prevention promulgated by Royal Decree 67/2014,

and in pursuance of public interest,

have decreed as follows

Article I

A centre named the "Competition Protection and Monopoly Prevention Centre" is hereby established subject to the supervision of the Minister of Commerce and Industry, and governed by the provisions of the attached system.

Article II

The Competition Protection and Monopoly Prevention Centre has legal personality and enjoys financial and administrative independence.

Article III

All competences, allocations, and assets relating to the Competition and Monopoly Prevention Directorate in the Public Authority for Consumer Protection are hereby transferred to the Competition Protection and Monopoly Prevention Centre, as well as all that is connected to competition and monopoly prevention affairs. The employees of the directorate must be transferred to the centre with their same financial grades and employment status. The implementation of the transfer must be in accordance with the guidelines agreed upon by the Minister of Commerce and Industry and the Chairman of the Public Authority for Consumer Protection.

Article IV

The provisions of financial, administrative, and employee affairs laws and systems applicable to the units of administrative apparatus of the state apply to the Competition Protection and Monopoly Prevention Centre.

Article V

The Chairman of the Board of Directors of the Competition Protection and Monopoly Prevention Centre shall issue the necessary regulations and decisions for implementing the provisions of this decree and the attached system, and until they are issued, the regulations and decisions in force continue to operate to the degree that they do not contradict with their provisions.

Article VI

All that is contrary to this decree and the attached system, or in conflict with their provisions, is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

have decreed as follows

Article I

The assignment by MOL West Oman BV – Oman Branch of 25% of its rights and obligations in the petroleum agreement signed on 9 September 2012 for Block 66 to Hydrocarbon Finder E&P LLC is hereby approved.

Article II

Royal Decree 4/2018 Declaring Public Benefit Status to the Project of Flood Risk Protection System of Wadi Al-Jifnain (jif7) in the Wilayat of Seeb in the Governorate of Muscat

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78,

and in pursuance of public interest,

have decreed as follows

Article I

The project for flood risk protection system of Wadi Al-Jifnain (jif7) in the Wilayat of Seeb in the Governorate of Muscat—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

Competent bodies may seize, through direct execution, real estate and land necessary for the project, and all establishments on them, in accordance with the aforementioned Law on the Expropriation for Public Benefit.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
