Royal Decree 61/2026 Issuing the Cybercrime Law

Arabic

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Cybercrime Law issued by Royal Decree 12/2011,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Cybercrime Law hereby apply.

Article II

The mentioned Cybercrime Law is hereby repealed, as well as all that is contrary to the attached law, or in conflict with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 62/2026 Amending Some Provisions of the Cultural Heritage Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Cultural Heritage Law issued by Royal Decree 35/2019,

Royal Decree 87/2020 Establishing the Ministry of Culture, Sports, and Youth, Determining Its Mandates, and Adopting Its Organisational Structure,

and Royal Decree 91/2020 Amending the Name of the Ministry of Heritage and Culture to the Ministry of Heritage and Tourism, Determining Its Mandates, and Adopting Its Organisational Structure,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article II of the mentioned Royal Decree 35/2019 is hereby replaced with the following text:

The Minister of Heritage and Tourism shall, after coordination with the Minister of Culture, Sports, and Youth, issue the executive regulation of the attached law and the necessary decisions for its implementation, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of the attached law.

Article II

The attached amendments are hereby made to the mentioned Cultural Heritage Law.

Article III

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 58/2026 Issuing the Urban Planning Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 93/2020 Amending the Name of the Ministry of Housing to the Ministry of Housing and Urban Planning, Determining Its Mandates, and Adopting Its Organisational Structure,

Royal Decree 42/2021 on Granting of Government Lands,

the Statute of Governorates issued by Royal Decree 36/2022,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 71/2023,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Urban Planning Law hereby apply.

Article II

The Minister of Housing and Urban Planning shall issue the executive regulation of the attached law, and shall also issue the necessary decisions for implementing its provisions. Until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with its provisions.

Article III

All that is contrary to the attached law, or in conflict with its provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 59/2026 Issuing the Law of Sports Entities

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law on Private Entities Working in the Field of Sports issued by Royal Decree 81/2007,

Royal Decree 57/2012 Regarding the Oman Olympic Committee and Elected Sports Games Federations,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law hereby apply in regard to sports entities.

Article II

Sports entities shall rectify their status in accordance with the provisions of the attached law within one year from the date of its entry into force, and this period may be extended for a similar period by a decision by the Minister of Culture, Sports, and Youth.

Article III

The courts shall continue to hear lawsuits filed before them regarding the electoral contestations of clubs prior to the entry into force of the provisions of the attached law, and until the issuance of judgments for them.

Article IV

The Minister of Culture, Sports, and Youth shall issue the necessary regulations and decisions for implementing the provisions of the attached law, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with its provisions.

Article V

The mentioned Law of Private Entities Working in the Field of Sports and Royal Decree 57/2012 are hereby repealed, as well as all that is contrary to the attached law or in conflict with its provisions.

Article VI

This decree must be published in the Official Gazette, and comes into force after the lapse of 6 (six) months from the date of its publication.

Royal Decree 56/2026 Issuing the Law of the Real Estate Registry

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Land Law issued by Royal Decree 5/80,

Royal Decree 5/81 Governing the Usufruct of the Lands of the Sultanate of Oman,

and the Statute of the Real Estate Registry issued by Royal Decree 2/98,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law of the Real Estate Registry hereby apply.

Article II

The Minister of Housing and Urban Planning shall issue the executive regulation of the attached law, and shall also issue the necessary decisions for implementing its provisions. Until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with its provisions.

Article III

The mentioned Statute of the Real Estate Registry is hereby repealed, as well as all that is contrary to the attached law, or in conflict with its provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

The mentioned agreement is hereby ratified in the form attached.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 54/2026 Declaring Public Benefit Status for the Project of Constructing the Flood Protection Dam in Wadi Bani Omar Al-Gharbi in the Wilayat of Liwa in the Governorate of Batinah North

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 71/2023,

and in pursuance of public interest,

have decreed as follows

Article I

The project for the construction of a dam to protect against flood risks in Wadi Bani Omar Al-Gharbi in the Wilayat of Liwa in the Governorate of Batinah North—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, real estate and land necessary for the aforementioned project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and in pursuance of public interest,

have decreed as follows

Article I

The project for the construction of a dam to protect against flood risks in the Niyabat of Samad Al-Shan in the Wilayat of Mudhaibi in the Governorate of Sharqiyah North—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

Article I

Article II

The competent entities may seize, through direct execution, real estate and land necessary for the aforementioned project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 50/2026 Establishing the Artificial Intelligence Special Zone in the Governorate of Muscat

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 105/2020 Establishing the Public Authority for Special Economic Zones and Free Zones and Determining Its Mandates,

and the Law of Special Economic Zones and Free Zones issued by Royal Decree 38/2025,

and in pursuance of public interest,

have decreed as follows

Article I

A special economic zone named the “Artificial Intelligence Special Zone” is hereby established in the Governorate of Muscat on the area of land specified in accordance with the attached masterplan.

Article II

The Board of Directors of the Public Authority for Special Economic Zones and Free Zones shall undertake appointing the person to manage, operate, and develop the Artificial Intelligence Special Zone, in coordination with the Ministry of Transport, Communications, and Information Technology.

Article III

Projects established in the Artificial Intelligence Special Zone are granted the incentives, advantages, exemptions, and facilities stipulated in the mentioned Law of Special Economic Zones and Free Zones.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.
