Royal Decree 14/2026 Merging the Ministry of Education and the Ministry of Higher Education, Research, and Innovation Into a Single Ministry Named the Ministry of Education, Determining Its Mandates, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

Royal Decree 79/2020 Determining the Mandates of the Ministry of Education and Adopting Its Organisational Structure,

Royal Decree 98/2020 Amending the Name of the Ministry of Higher Education to the Ministry of Higher Education, Research, and Innovation, Determining Its Mandates, and Adopting Its Organisational Structure,

Royal Decree 11/2026 Establishing the Research and Innovation Authority, Determining Its Mandates, and Adopting Its Organisational Structure,

and Royal Decree 12/2026 Amending the Name of the Oman Authority for Academic Accreditation and Quality Assurance of Education to the Oman Authority for Quality Assurance of Education, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The Ministry of Education and the Ministry of Higher Education, Research, and Innovation are hereby merged into one ministry named the “Ministry of Education”, and its mandates are hereby determined in accordance with the attached annex 1.

Article II

The Organisational Structure of the Ministry of Education is hereby adopted in accordance with the attached annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Ministry of Education and the Ministry of Higher Education, Research, and Innovation are hereby transferred to the Ministry of Education, and their officers are hereby transferred to it with their same financial grades.

Article IV

Subject to the provisions of the mentioned Royal Decree 11/2026 and Royal Decree 12/2026, the phrases “Ministry of Education”, “Ministry of Higher Education, Research, and Innovation”, “Minister of Education”, and “Minister of Higher Education, Research, and Innovation” wherever they occur in laws and royal decrees are hereby replaced with the phrases “Ministry of Education” and “Minister of Education”.

Article V

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VI

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

the Judicial Authority Law issued by Royal Decree 90/99,

the Criminal Procedures Law issued by Royal Decree 97/99,

the Civil and Commercial Procedures Law issued by Royal Decree 29/2002,

Royal Decree 67/2003 Applying the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf,

the Income Tax Law issued by Royal Decree 28/2009,

the Cybercrime Law promulgated by Royal Decree 12/2011,

the Law of Combating Money Laundering and Terrorism Financing promulgated by Royal Decree 30/2016,

the Penal Law issued by Royal Decree 7/2018,

the Excise Tax Law promulgated by Royal Decree 23/2019,

Royal Decree 42/2020 Issuing the System of the Tax Authority and Adopting Its Organisational Structure,

the Value Added Tax Law issued by Royal Decree 121/2020,

Royal Decree 35/2022 regarding the Governance of the Administration of Judicial Affairs,

the Securities Law issued by Royal Decree 46/2022,

the Banking Law issued by Royal Decree 2/2025,

the Financial Law issued by Royal Decree 37/2025,

the Personal Income Tax Law issued by Royal Decree 56/2025,

and Royal Decree 7/2026 Establishing the Office of the Deputy Prime Minister for Economic Affairs, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The International Financial Centre of Oman is hereby established. It enjoys legal personality, as well as financial and administrative independence, and is subordinate to the Deputy Prime Minister for Economic Affairs.

Article II

The attached Law of the International Financial Centre of Oman hereby applies.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

The Office of the Deputy Prime Minister for Economic Affairs is hereby established.

Article II

The mandates of the Office of the Deputy Prime Minister for Economic Affairs are hereby determined in accordance with the attached annex 1.

Article III

The Organisational Structure of the Office of the Deputy Prime Minister for Economic Affairs is hereby adopted in accordance with the attached annex 2.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 6/2026 Approving the Accession of the Sultanate of Oman to the United Nations Convention on International Settlement Agreements Resulting from Mediation

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the United Nations Convention on International Settlement Agreements Resulting from Mediation adopted by the United Nations General Assembly on 20 December 2018,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the United Nations Convention on International Settlement Agreements Resulting from Mediation is hereby approved in the form attached.

Article II

Competent entities shall deposit the instrument of accession to the mentioned convention in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and the Agreement Between the Sultanate of Oman and the Kingdom of Spain on Mutual Visa Exemption for Holders of Diplomatic, Special, and Service Passports signed in the city of Madrid on 5 November 2025,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned agreement is hereby ratified in the form attached.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 1/2026 Adopting the Eleventh Five-Year Development Plan 2026-2030

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Economic Development Law of 1975,

Royal Decree 94/2020 Establishing the Ministry of Economy, Determining Its Mandates, and Adopting Its Organisational Structure,

and Royal Decree 36/2024 Assigning Some Mandates to the Ministry of Finance and the Ministry of Economy,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The Eleventh Five-Year Development Plan 2026-2030, the objectives of which are set out in the attached annex 1, is hereby adopted.

Article II

The Eleventh Five-Year Development Plan must be implemented in accordance with its economic and financial framework set out in the attached annex 2.

Article III

All units of the administrative apparatus of the state and other public legal persons shall implement the Eleventh Five-Year Development Plan without prejudice to the provisions of the laws and statutes in force.

Article IV

The Ministry of Economy shall issue the Strategic Programmes Volume of the Eleventh Five-Year Development Plan during the first quarter of 2026, provided that the projects of the plan are determined at the beginning of each year in coordination between the Ministry of Economy and the relevant entities.

Article V

The Ministry of Economy shall follow up on the implementation of the Strategic Programmes of the Eleventh Five-Year Development Plan and conduct a periodic evaluation of them in light of local, regional, and global variables.

Article VI

This decree must be published in the Official Gazette, and comes into force on 1 January 2026.
