after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Judicial Authority Law issued by Royal Decree 90/99 and its amendments,

the Public Prosecution Law issued by Royal Decree 92/99,

and the Law of State Security Court issued by Royal Decree 64/2003,

and in pursuance of public interest.

have decreed as follows

Article I

Those named in the attached list are hereby appointed to the position next to their name.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Law Governing Omani Nationality issued by Royal Decree 3/83 and its amendments,

and in pursuance of public interest.

have decreed as follows

Article I

Omani nationality is hereby granted to those named in the attached list from the date stated next to each name.

Article II

This decree must be published in the Official Gazette.

Royal Decree 95/2004 Issuing the Law of Private Radio and Television Establishments (Repealed)

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Printed Material and Publishing Law promulgated by Royal Decree 49/84,

the Law on the Censorship of Artistic Works promulgated by Royal Decree 65/97 and its amendments,

the Telecommunications Law promulgated by Royal Decree 30/2002,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law of Private Radio and Television Establishments shall apply.

Article II

Without prejudice to the provisions of the aforementioned Printed Material and Publishing Law and the Telecommunications Law, all that is contrary to the provisions of this law or in conflict with its provisions is hereby repealed.

Article III

The Minister of Information shall issue the executive regulation of this law.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its publication.

Ministry of Regional Municipalities, Environment, and Water Resources: Ministerial Decision 118/2004 Issuing the Regulation on the Control of Air Pollutants Emitted from Stationary Sources

Based on the Law on Environmental Protection and Pollution Control issued by Royal Decree 114/2001,

and the Regulation on the Control of Air Pollutants Emitted from Stationary Sources issued by Ministerial Decision 5/86,

and in pursuance of public interest,

it is hereby decided 

Article 1

The provisions of the attached regulation hereby apply in regard to the control of air pollutants emitted from stationary sources.

Article 2

The Regulation on the Control of Air Pollutants Emitted from Stationary Sources issued by the mentioned Ministerial Decision 5/86 is hereby repealed, as well as all that is contrary to the provisions of the attached regulation or in conflict with its provisions. 

Article 3

This decision must be published in the Official Gazette, and comes into force on the date of its publication.

Royal Decree 47/2004 Issuing the Plant Quarantine Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Plant Quarantine Law issued by Royal Decree 91/2000,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf in its twenty-second session held in Muscat during the period from 30 to 31 December 2001 Regarding the Plant Quarantine Law for the States of the Cooperation Council for the Arab States of the Gulf,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Plant Quarantine Law hereby apply.

Article II

The Minister of Agriculture and Fisheries shall issue the executive regulations and decisions for implementing the mentioned law, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of this law.

Article III

The mentioned Royal Decree 91/2000 is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

Royal Decree 45/2004 Issuing the Veterinary Quarantine Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 93/2000 on the Veterinary Quarantine System in the States of the Cooperation Council for the Arab States of the Gulf,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf at its twenty-first session held in Bahrain during the period from 30 to 31 December 2000 regarding the Veterinary Quarantine System in the States of the Cooperation Council for the Arab States of the Gulf,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law shall apply in regard to veterinary quarantine.

Article II

The Minister of Agriculture and Fisheries shall issue the executive regulations and decisions for implementing the aforementioned law, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of this law.

Article III

The aforementioned Royal Decree 93/2000 is hereby repealed, and all that is contrary to the attached law.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 67/2003 Implementing the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

 the Customs System Law promulgated by Royal Decree 22/78 and its amendments,

the Financial Law promulgated by Royal Decree 47/98 and its amendments,

the Law on Customs Valuation of Imported Goods promulgated by Royal Decree 83/2000 and its amendments,

the Law of Free Zones promulgated by Royal Decree 56/2002,

Royal Decree 112/2000 Ratifying the Protocol of Accession of the Sultanate of Oman to the Marrakesh Agreement Establishing the World Trade Organization,

the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf at the meeting held in the Kingdom of Bahrain during the month of December 2000,

the Unified Customs Law of the States of the Cooperation Council for the Arab States of the Gulf whose implementation was approved by the decision of the Supreme Council of the Cooperation Council at the meeting held in the Sultanate of Oman during the month of December 2001,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf at the meeting held in the State of Qatar during the month of December 2002,

and in pursuance of public interest,

have decreed as follows

Article I

The Unified Customs Law of the Cooperation Council for the Arab States of the Gulf shall apply, with the exception of:

1. The provisions of article 97, which shall apply from the issuance of the decision implementing its provisions.

2. The provisions of article 109, which shall apply from the date of the agreement of the financial and economic cooperation committee on permitting nationals of the states of the council to practise the profession of customs clearance.

The provisions stated in the attached annex shall be taken into consideration when implementing the aforementioned law.

Article II

The phrase "customs tax" hereby replaces the phrase "customs duties" wherever found in royal decrees, laws, and decisions in force.

Article III

The Law on Customs Valuation of Imported Goods and the Customs System Law are hereby repealed, with the exception of the provisions relating to the recovery of customs taxes in the case of re-export outside the states of the council, and the practice of the profession of customs brokerage or clearance, which shall continue to operate until the date specified in clauses 1 and 2 of article I of this decree. 

All that is contrary to this decree is also hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date specified by the decision of the Supreme Council of the Cooperation Council of the Arab States of the Gulf issued during the month of December 2001.
