Royal Decree 42/2023 Issuing a Class I Licence to Starlink Muscat SPC to Build and Operate a Satellite Communication System to Provide Fixed Public Telecommunications Services

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Telecommunications Law promulgated by Royal Decree 30/2002,

and in pursuance of public interest,

have decreed as follows

Article I

A Class I Licence for Starlink Muscat SPC to build and operate a satellite communication system to provide fixed public telecommunications services is hereby issued in accordance with the provisions of the attached licence.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 41/2023 Approving the Accession of the Sultanate ​​of Oman to the General Agreement for Connecting the States of the Cooperation Council for the Arab States of the Gulf to the Railway Project

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the General Agreement for Connecting the States of the Cooperation Council for the Arab States of the Gulf to the Railway Project,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the General Agreement for Connecting the States of the Cooperation Council for the Arab States of the Gulf to the Railway Project is hereby approved in the form attached.

Article II

Competent entities shall deposit the instrument of accession for the aforementioned agreement in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 40/2023 Promulgating the Law on the Regulation of the Water and Wastewater Sector

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law on Granting the Concession of the Wastewater Facility in the Governorate of Dhofar promulgated by Royal Decree 16/2004,

the Law on the Regulation and Privatisation of the Electricity and Related Water Sector promulgated by Royal Decree 78/2004,

the Law on Granting the Concession of the Wastewater Facility in the Governorate of Muscat promulgated by Royal Decree 69/2005,

Royal Decree 118/2007 regarding the Transfer of the Assets and Liabilities of the Seawater Extraction and Return Facility and the Potable Water and Sewage Networks Located in Sohar Industrial Port to Majis Industrial Services Company SAOC,

Royal Decree 78/2020 Amending the Name of the Electricity and Related Water Sector Regulation Authority to the Authority for Public Services Regulation and Assigning Some Competences to It,

Royal Decree 92/2020 Amending the Name of the Ministry of Agriculture and Fisheries to the Ministry of Agriculture, Fisheries, and Water Resources, Determining Its Competences, and Adopting Its Organisational Structure,

and Royal Decree 131/2020 regarding the Water and Wastewater Sector,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law on the Regulation of the Water and Wastewater Sector shall apply.

Article II

The Chairman of the Board of the Authority for Public Services Regulation shall issue the necessary regulations and decisions for implementing the provisions of the attached law, and until they are issued, the regulations and decisions in force continue to operate to the degree that they do not contradict with its provisions.

Article III

All those who practise any of the activities subject to regulation by virtue of the provisions of the attached law shall rectify their status in compliance with its provisions within 6 (six) months from the date of its entry into force, and this period may be extended by a decision by the Board of Directors of the Authority for Public Services Regulation for an additional 6 (six) months period.

Article IV

All that is contrary to this decree and the attached law, or in conflict with their provisions, is hereby repealed.

Article V

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Overview of the Basic Statute of the State

The Basic Statute of the State is the constitution of the Sultanate of Oman. It was issued for the very first time by Sultan Qaboos in 1996 and then amended in 2011. Sultan Haitham issued a new revamped Basic Statute of the State in 2021 with a number of amendments, the most important being the process for the appointment of a crown prince.
