Royal Decree 3/2018 Establishing the Media Training Centre and Promulgating Its System

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and Royal Decree 35/2009 Determining the Competences of the Ministry of Information,

and in pursuance of public interest,

have decreed as follows

Article I

A centre named the "Media Training Center" is hereby established under the supervision of the Minister of Information, and governed by the provisions of the attached system.

Article II

The Chairman of the Board of Directors of the Media Training Centre shall issue the necessary regulations and decisions for implementing the provisions of the attached system.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 2/2018 Establishing the Competition Protection and Monopoly Prevention Centre and Promulgating Its System

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the System of Public Authorities and Establishments promulgated by Royal Decree 116/91,

Royal Decree 26/2011 Establishing the Public Authority for Consumer Protection,

the System of the Public Authority for Consumer Protection promulgated by Royal Decree 53/2011,

and the Law of Competition Protection and Monopoly Prevention promulgated by Royal Decree 67/2014,

and in pursuance of public interest,

have decreed as follows

Article I

A centre named the "Competition Protection and Monopoly Prevention Centre" is hereby established subject to the supervision of the Minister of Commerce and Industry, and governed by the provisions of the attached system.

Article II

The Competition Protection and Monopoly Prevention Centre has legal personality and enjoys financial and administrative independence.

Article III

All competences, allocations, and assets relating to the Competition and Monopoly Prevention Directorate in the Public Authority for Consumer Protection are hereby transferred to the Competition Protection and Monopoly Prevention Centre, as well as all that is connected to competition and monopoly prevention affairs. The employees of the directorate must be transferred to the centre with their same financial grades and employment status. The implementation of the transfer must be in accordance with the guidelines agreed upon by the Minister of Commerce and Industry and the Chairman of the Public Authority for Consumer Protection.

Article IV

The provisions of financial, administrative, and employee affairs laws and systems applicable to the units of administrative apparatus of the state apply to the Competition Protection and Monopoly Prevention Centre.

Article V

The Chairman of the Board of Directors of the Competition Protection and Monopoly Prevention Centre shall issue the necessary regulations and decisions for implementing the provisions of this decree and the attached system, and until they are issued, the regulations and decisions in force continue to operate to the degree that they do not contradict with their provisions.

Article VI

All that is contrary to this decree and the attached system, or in conflict with their provisions, is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Capital Market Authority: Decision E/2/2018 Issuing the Governance Regulation of Real Estate Investment Trusts

Arabic

Based on the Capital Market Law promulgated by Royal Decree 80/98,

the Executive Regulation of the Capital Market Law issued by Decision 1/2009,

and the approval of the Board of Directors of the Capital Market Authority,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached Governance Regulation of Real Estate Investment Trusts shall apply.

Article II

All that is contrary to the attached regulation, or in conflict with its provisions, is hereby repealed.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 1/2018 Ratifying the General Budget of the State for Fiscal Year 2018

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Financial Law promulgated by Royal Decree 47/98,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The General Budget of the State for Fiscal Year 2018 is hereby ratified in accordance with the attached schedules.

Article II

All ministries and governmental units shall implement the provisions of this decree each within its competence.

Article III

This decree shall be published in the Official Gazette, and comes into force on 1 January 2018.

Case Summary: Supreme Court (Labour Circuit) Contestation 665/2016 (Rotational Working System)

An Omani employee working on a 2-week on 2-week off rotational system sued his employer for refusing to compensate him for working during national holidays. The Supreme Court ruled that he was not entitled to compensation on the grounds that the working system of the employer, in terms of working hours and working days, was more favourable overall than the system prescribed by the Labour Law, and therefore, the failure to compensate the worker for the national day holidays is not deemed a valuation.

Royal Decree 45/2017 Promulgating the System of the Oman Chamber of Commerce and Industry

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Law of the Commercial Register 3/74,

the Commercial Agencies Law promulgated by Royal Decree 26/77,

the Law of Commerce promulgated by Royal Decree 55/90,

the Capital Market Law promulgated by Royal Decree 80/98,

and the Law of Oman Chamber of Commerce and Industry promulgated by Royal Decree 22/2007,

and in pursuance of public interest,

have decreed as follows

Article I

The attached system shall apply in regard to Oman Chamber of Commerce and Industry.

Article II

The Chairman of the Board of Directors of Oman Chamber of Commerce and Industry shall issue the executive regulation, financial and administrative regulations, and other necessary regulations and decisions for implementing the provisions of the attached system. The executive regulations shall be published in the Official Gazette, and until those regulations and decisions are issued, the regulations and decisions in force shall continue to operate to the degree that they do not contradict with the provisions of the attached system.

Article III

All that is contrary to the attached system, or in conflict with its provisions, is hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96

and after presentation to Majlis Oman, 

and in pursuance of public interest, 

have decreed as follows

Article I 

The provisions of the attached law shall apply in regard to the governance and protection of aflaj sites inscribed on the World Heritage List. 

Article II 

This law shall be published in the Official Gazette.
