Article I
A government committee for licensing integrated tourism complexes is hereby formed under the chairmanship of the Minister of Heritage and Tourism and the membership of:

2. The Undersecretary of the Ministry of Housing and Urban Planning for Urban Planning |

3. The Undersecretary of the Ministry of Commerce, Industry, and Investment Promotion for Investment Promotion |

4. The Director General of Criminal Inquiries and Investigations in Royal Oman Police |
Member |
|
5. The Director General of Planning in the Ministry of Heritage and Tourism |
Member |
|
6. The Assistant Director General of Environmental Affairs in the Environment Authority |
Member |
The committee may seek the assistance of whomever it deems appropriate from consultants, experts, and specialists to attend its sessions in order to be guided by their opinions, without having a counted vote in the decisions issued by the committee.
Article II
The committee is competent with the following functions:
1. Examining licence applications to grant the status of integrated tourism complexes.
2. Proposing amendments to the licensing rules and controls for the establishment of integrated tourism complexes.
3. Any other matters referred by the chairman of the committee that are relevant to licences for integrated tourism complexes.
Article III
The committee shall have a secretariat, which shall be competent with the administrative functions of the committee, the preparation and coordination of its meetings, and the archiving of its documents and the decisions adopted by the committee.
Article IV
The application for obtaining a licence for an integrated tourism complex shall be submitted to the secretariat of the committee on the form prepared for this purpose, provided that 8 (eight) copies of the following documents are attached to it:
1. Preliminary development plan.
2. A statement by the consultant on the percentage of the land area used for construction, distributed according to the type of use.
3. The title deed or the real estate right in rem.
4. The commercial register, passport, or identity card of the developer.
5. A preliminary statement of the number of shareholders (if any) and their shares in the project.
Article V
The licence application must meet all the conditions and requirements stipulated in this decision. In the event that any of them is not met, the secretariat of the committee shall notify the licence applicant of the deficiencies in his application, and shall grant him a grace period not exceeding 60 (sixty) days from the date of his notification to complete the required documents, otherwise, the application is considered rejected.
Article VI
The committee shall meet upon the call of the chairman or his deputy within 30 (thirty) days from the date of submitting the application, fulfilling all the prescribed conditions and requirements. The meeting of the committee shall be valid if attended by the majority of its members, provided that the chairman or his deputy is among them. The committee issues its decisions by a majority of the votes of the attending members, and in the case of a tie vote, the side that includes the chairman of the meeting prevails.
The chairman may call the committee to convene whenever necessary.
Article VII
The committee shall examine the application and decide on it within a period not exceeding 30 (thirty) days from the date of its presentation before it. In the event of rejection, the decision must be reasoned.
Article VIII
The licence applicant may, in the event that his application is rejected, file a grievance against the decision of the committee to the Minister of Heritage and Tourism within 60 (sixty) days from the date of his notification of the rejection. The minister shall decide on the grievance within 30 (thirty) days, and the lapse of the period without a response is deemed a rejection of the application.
Article IX
The licensing fees for integrated tourism complexes are hereby determined in accordance with the attached annex.
Article X
The aforementioned Ministerial Decision 43/2007 is hereby repealed, as well as all that is contrary to this decision or in conflict with its provisions.
Article XI
This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 59/2021 Amending Some Provisions of the Civil Status Law

We, Haitham bin Tarik, the Sultan of Oman
after perusal of the Basic Statute of the State,
and the Civil Status Law promulgated by Royal Decree 66/99,
and after presentation to Majlis Oman,
and in pursuance of public interest,
have decreed as follows
Article I
The attached amendments to the aforementioned Civil Status Law shall be implemented.
Article II
All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.
Article III
This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 60/2021 Amending Some Provisions of the Foreigners Residency Law

We, Haitham bin Tarik, the Sultan of Oman
after perusal of the Basic Statute of the State,
and the Foreigners Residency Law promulgated by Royal Decree 16/95,
and after presentation to Majlis Oman,
and in pursuance of public interest,
have decreed as follows
Article I
The attached amendments to the aforementioned Foreigners Residency Law shall be implemented.
Article II
All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.
Article III
This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 58/2021 Establishing the Khor Kharfot Archaeological Reserve in the Governorate of Dhofar

We, Haitham bin Tarik, the Sultan of Oman
after perusal of the Basic Statute of the State,
and the Nature Reserves and Wildlife Conservation Law promulgated by Royal Decree 6/2003,
and in pursuance of public interest,
have decreed as follows
Article I
A natural reserve named “Khor Kharfot Archaeological Reserve in the Governorate of Dhofar” is hereby established, and the area, of which the dimensions are specified in the attached annex and map, is hereby designated to it.
Article II
The President of the Environment Authority shall issue the regulations and decisions for implementing this decree in coordination with the concerned ministries and bodies, provided they include the manner for managing the reserve, rules governing public entry, prescribed fees, timing of visits, permitted activities, banned activities, and appropriate administrative penalties in each case.
Article III
This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 57/2021 Issuing the System of the Oman Investment Authority

We, Haitham bin Tarik, the Sultan of Oman
after perusal of the Basic Statute of the State,
and Royal Decree 61/2020 Establishing the Oman Investment Authority,
and in pursuance of public interest,
have decreed as follows
Article I
The provisions of the attached system shall apply in regard to the Oman Investment Authority.
Article II
The Chairman of the Board of Directors of the Oman Investment Authority shall issue the necessary regulations and decisions for implementing the provisions of the attached system, and until they are issued, the regulations and decisions in force continue to operate to the degree that they do not contradict with its provisions.
Article III
All that is contrary to the attached system, or in conflict with its provisions, is hereby repealed.
Article IV
This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

We, Haitham bin Tarik, the Sultan of Oman
after perusal of the Basic Statute of the State,
the Law on Food Safety promulgated by Royal Decree 84/2008,
the Consumer Protection Law promulgated by Royal Decree 66/2014,
the System of the Public Authority for Consumer Protection promulgated by Royal Decree 53/2011,
Royal Decree 77/2020 regarding the Public Authority for Consumer Protection,
and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf in its 37th (thirty-seventh) session held in Riyadh in December 2016 adopting the Unified Law (System) for Combating Commercial Fraud of the States of the Cooperation Council for the Arab States of the Gulf,
and after presentation to Majlis Oman,
and in pursuance of public interest,
have decreed as follows
Article I
The provisions of the attached Unified Law (System) for Combating Commercial Fraud of the States of the Cooperation Council for the Arab States of the Gulf shall apply, taking into account the provisions provided in this decree.
Article II
In the application of the provisions of the attached Law (System), the following words and phrases have the meaning assigned to each of them:
Competent authority: The Consumer Protection Authority.
Minister: The competent official responsible for implementing the provisions of the attached law (system), the President of the Consumer Protection Authority.
Employees with judicial enforcement status: Employees of the competent authority, the Ministry of Commerce, Industry, and Investment Promotion, the Ministry of Agriculture, Fisheries, and Water Resources, the Ministry of Health, and other relevant bodies by virtue of laws and royal decrees that have been granted judicial enforcement status in relation to the crimes stipulated in the attached law (system) falling within the scope of their competences and relating to their jobs.
Article III
The provisions of the attached law (system) shall be deemed complementary to the provisions of the aforementioned Law on Food Safety.
Article IV
All that is contrary to this decree and the attached law (system), or in conflict with their provisions, is hereby repealed.
Article V
This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

and the Agreement between the Government of the Sultanate of Oman and the Secretariat General of the Cooperation Council for the Arab States of the Gulf regarding the Headquarters of the Statistical Centre of the States of the Cooperation Council for the Arab States of the Gulf signed in the city of Muscat on 8 June 2021,
and in pursuance of public interest,
have decreed as follows
Article I
The aforementioned agreement is hereby ratified in the form attached.
Article II
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Based on the Tourism Law promulgated by Royal Decree 33/2002,
and the Executive Regulation of the Tourism Law issued by Ministerial Decision 39/2016,
and in pursuance of public interest,
it is hereby decided
Article I
The activity of organising adventure tourism trips is hereby added to the activities of travel and tourism offices that are specified in article 18 of the aforementioned Tourism Law.
Article II
Without prejudice to the provisions of the Executive Regulation of the aforementioned Tourism Law, the attached conditions and controls shall apply to practising the activity of organising adventure tourism trips.
Article III
This decision shall be published in the Official Gazette, and comes into force after the lapse of 90 (ninety) days from the date of its publication.
