Royal Decree 45/81 Ratifying the Documents of the Universal Postal Union Congress Held in Rio de Janeiro in 1979

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 38/77 Ratifying the Documents of the Seventeenth Congress of the Universal Postal Union Held in Lausanne in 1974,

and the Documents of the Universal Postal Union Congress Held in Rio de Janeiro in 1979,

and in pursuance of public interest,

have decreed as follows

Article 1

The mentioned Documents of the Universal Postal Union Congress Held in Rio de Janeiro in 1979 are hereby ratified. This is in regard to the following matters:

(a) The General Regulations of the Constitution of the Universal Postal Union.

(b) The Universal Postal Convention and its implementing regulations.

(c) The Postal Parcels Agreement and its implementing regulations.

Article 2

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 44/81 Establishing the Founding Committee for Qaboos University Project

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 concerning the Promulgation of the Law Governing the Administrative Apparatus of the State and Its Amendments,

and keen on providing higher education opportunities to citizens,

have decreed as follows

Article I

A founding committee is hereby established under the supervision of the Minister of Education to prepare and manage the Qaboos University Establishment Project, which shall develop the technical academic and foundational plans and programmes of the university as well as supervise their implementation.  It has the legal personality and financial and administrative independence necessary to accomplish its mission.

Article II

The Minister of Education shall, by a decision by him, form the aforementioned committee, set its mission, establish its system, determine the remuneration of non-governmental members in it, appoint the executive manager from among its members, and determine his authorities.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 43/81 Amending Article 1 of Royal Decree 12/81 (Repealed)

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 12/81 issued on 5 Rabi Al-Thani 1401, corresponding to 10 February 1981,

and in pursuance of public interest,

have decreed as follows

Article 1

Article 1 of the mentioned Royal Decree 12/81 is hereby amended to read as follows:

Sayyid Shabib bin Taimur is hereby appointed Minister of State and Special Envoy to His Majesty the Sultan.

Article 2

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 42/81 Increasing the Capital of the Central Bank of Oman

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the Omani Banking Law 7/74 and its amendments,

and Royal Decree 24/80 Increasing the Capital of the Central Bank of Oman,

and in pursuance of public interest,

have decreed as follows

Article 1

The authorised capital of the Central Bank of Oman is hereby increased from twenty million to fifty million Rial Omani, provided that the paid-up capital is set at fifty million Rial Omani.

Article 2

The capital increase referred to in article I of this decree shall be as follows:

– Ten million Rial Omani paid by the government in 1981.

– Ten million Rial Omani paid by the central bank from its profits and reserves.

– Ten million Rial Omani, which the central bank shall undertake to pay from its future reserves.

Article 3

All relevant entities shall implement this decree.

Article 4

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 41/81 on the Accession of the Sultanate to the Two Protocols pertaining to the International Red Cross

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and the two Protocols pertaining to the International Red Cross for the Protection of Victims of International and Non-International Armed Conflicts dated 8 June 1977, supplementary to the Geneva Conventions of 12 August 1949,

and in pursuance of public interest,

have decreed as follows

Article 1

The Sultanate hereby accedes to the two mentioned Protocols pertaining to the International Red Cross for the Protection of Victims of International and Non-International Armed Conflicts, which were adopted on 8 June 1977.

Article 2

The Foreign Ministry shall undertake the deposit procedures for confirming this accession.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 39/81 Declaring Public Benefit Status for the Project of Planning and Beautifying the Area Located within Muscat Wall

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 64/78 issuing the Law on the Expropriation for Public Benefit,

and in pursuance of public interest,

have decreed as follows

Article 1

The project of planning and beautifying the area located within Muscat Wall, specified in the attached note and masterplan is hereby deemed a public benefit project.

Article 2

The competent entities may seize, through direct execution, real estate and land necessary for the mentioned project, and all establishments on them, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 37/81 Appointing a Non-resident Ambassador Extraordinary and Plenipotentiary of the Sultanate to the Republic of Tanzania

Minister Plenipotentiary Qasim Abdulrasool Al-Jamali is hereby granted the title of ambassador, and appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Tanzania.

Ambassador Abdullah Said Abdullah, Our ambassador to Kenya, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of the Sultanate to the Islamic Republic of the Comoros Islands.
