We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
Royal Decree 40/78 Regarding the Ministry of Public Works,
and Royal Decree 28/79 Amending the Formation of the Council of Ministers,
and in pursuance of public interest,
have decreed as follows
Article 1
Dr Asim Al-Jamali is hereby appointed Minister of Public Works.
Article 2
The Ministry of Environment Affairs is hereby abolished, and its responsibilities are entrusted to a Council for Environmental Protection and Pollution Control, the establishment of which and the determination of its mandates must be issued by royal decree.
Article 3
All relevant entities must undertake the necessary measures to implement this decree. All that is contrary to the provisions of this decree, or in conflict with them, from previous decrees, is hereby repealed.
Article 4
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Article 1
Maqbool Humaid Mohammed is hereby transferred from the Ministry of Royal Diwan Affairs and appointed Undersecretary of the Ministry of Social Affairs and Labour.
Article 2
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

We, Qaboos bin Said, the Sultan of Oman
after perusal of article 14 of the Diplomatic and Consular Corps Law 50/74 issued on 7 December 1974,
and in pursuance of public interest,
have decreed as follows
Article 1
Ambassador Mohammed Said Al-Marhoon, Our ambassador to the Yemen Arab Republic, is hereby transferred to be an ambassador extraordinary and plenipotentiary of the Sultanate of Oman to the Republic of Iraq.
Article 2
Counsellor Abdullah Said Rashid Al-Balushi is hereby granted the title of ambassador, and appointed an ambassador extraordinary and plenipotentiary of the Sultanate of Oman to the Yemen Arab Republic.
Article 3
Those concerned shall implement this decree from its date, and it must be published in the Official Gazette.

after perusal of article 10 of the Diplomatic and Consular Corps Law 50/74 issued on 7 December 1974,
have decreed as follows
Article 1
Ambassador Ahmed Mohammed Al-Jamali, Our ambassador to the Italian Republic, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of the Sultanate to the Republic of Malta.
Article 2
Those concerned shall implement this decree, and it comes into force from the date of its issuance and must be published in the Official Gazette.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
Decree 45/75 Regarding the Formation of the Water Wealth Resources Council and its amendments,
and Decree 76/77 Issuing the Water Resources Development Law,
and in pursuance of public interest,
have decreed as follows
Article 1
The Water Resources Council is hereby recomposed under Our chairmanship as follows:
– Minister of Agriculture and Fisheries Deputy chairman
– Minister of Electricity and Water Member
– Minister of Interior Member
– Minister of Land Affairs and Municipalities Member
– Minister of Transportation Member
– Minister of Petroleum and Minerals Member
Article 2
The Water Resources Council is hereby the supreme authority for formulating the national plan for the development and conservation of water resources in the Sultanate and for approving all plans and projects submitted by the competent entities in this regard before their implementation.
Article 3
The Water Resources Council shall meet at least once every two months.
Article 4
All provisions of the mentioned Decrees 45/75 and 76/77 that are contrary to the texts and provisions of this decree are hereby repealed.
Article 5
All relevant ministries shall undertake the necessary measures to implement this decree, each within the limits of its mandate.
Article 6
This decree must be published in the Official Gazette, and comes into force on the date of its publication.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and the Statute of the Arab Bureau of Education for the Gulf States,
have decreed as follows
Article 1
The mentioned Statute of the Arab Bureau of Education for the Gulf States is hereby ratified.
Article 2
The government entities in the Sultanate shall, each within its mandate, implement the provisions of the mentioned statute.
Article 3
This decree must be published in the Official Gazette.
