We, Qaboos bin Said, the Sultan of Oman

after perusal of article 10 of the Diplomatic and Consular Corps Law 50/74 issued on 7 December 1974,

and in pursuance of public interest,

have decreed as follows

Article 1

Ambassador Ahmed Mohammed Nasser Al-Lamki, Our ambassador to the Federal Republic of Germany, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of the Sultanate to the Kingdom of Sweden and the Kingdom of Denmark.

Article 2

Those concerned shall implement this decree, and it comes into force on the date of its issuance, and must be published in the Official Gazette.

after perusal of the Law Governing the Administrative Apparatus of the State 26/75 and its amendments,

and after perusal of the Kuwait Regional Convention for Co-operation on the Protection of the Marine Environment from Pollution and the Protocol Concerning Regional Co-operation in Combating Pollution by Oil and Other Harmful Substances in Case of Emergency, signed on 24 April 1978,

have decreed as follows

Article 1

The Kuwait Regional Convention and the Protocol Concerning Regional Co-operation in Combating Pollution, referred to above and signed on 24 April 1978, are hereby ratified.

Article 2

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the Omani Banking Law 7/74,

and Royal Decree 8/75 Appointing a Deputy Chairman of the Board of Governors of the Central Bank of Oman and an Executive President for It,

Royal Decree 25/75 Forming the Board of Governors of the Central Bank of Oman,

and Royal Decree 29/75 Concerning the Determination of Salaries and Remuneration of the Board of Governors of the Central Bank of Oman,

and in pursuance of public interest,

have decreed as follows

Article 1

Dr Abdulwahab Khayata is hereby appointed a member of the Board of Governors of the Central Bank of Oman, deputy chairman of the board, and executive president of the bank for a period of five years starting from 8 December 1978.

Article 2

The mentioned Royal Decree 8/75 is hereby repealed and the Board of Governors of the Central Bank of Oman is hereby recomposed in accordance with this decree.

Article 3

Those concerned shall implement this decree, and it must be published in the Official Gazette.

The Minister of State for Foreign Affairs is hereby authorised to sign on Our behalf the mentioned draft Agreement on Cultural and Technical Cooperation Between the Government of the Sultanate of Oman and the Government of the French Republic.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The Minister of State for Foreign Affairs is hereby authorised to sign on Our behalf the mentioned draft Treaty, together with the Interpretation and Protocol annexed to it.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 39/77 dated 14 May 1977 Establishing Three Directorates General in the Ministry of Education,

and in pursuance of public interest,

have decreed as follows

Article 1

The Directorate General of Educational Districts Affairs mentioned in article 1(2) of the mentioned Royal Decree 39/77 is hereby abolished.

Article 2

Administrative affairs are hereby separated from financial affairs in the Directorate General of Administrative and Financial Affairs mentioned in article 1(3) of Our mentioned Decree 39/77, and a directorate general is hereby established for each of them as follows:

Directorate General of Administrative Affairs.

Directorate General of Financial Affairs.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its publication.
