Royal Decree 16/2026 Amending the Statute of the Oman Investment Authority

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, and the Statute of the Oman Investment Authority issued by Royal Decree 57/2021, and in pursuance of public interest,

have decreed as follows

Article I

The text of article 12 of the mentioned Statute of the Oman Investment Authority is hereby replaced with the following text:

The president has two deputies appointed by royal decree. They have all administrative and financial authorities within the limits stated in the regulations of the authority.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

Royal Decree 11/2026 Establishing the Research and Innovation Authority, Determining Its Mandates, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

and Royal Decree 98/2020 Amending the Name of the Ministry of Higher Education to the Ministry of Higher Education, Research, and Innovation, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

A public authority named the “Research and Innovation Authority” is hereby established. It has legal personality, enjoys financial and administrative independence, and is subordinate to the Council of Ministers.

Article II

The headquarters of the Research and Innovation Authority must be in the Governorate of Muscat, and it is permitted to establish branches of it in other governorates by a decision by the board of directors of the authority.

Article III

The mandates of the Research and Innovation Authority are hereby determined in accordance with the attached annex 1.

Article IV

The Organisational Structure of the Research and Innovation Authority is hereby adopted in accordance with the attached annex 2.

Article V

All allocations, assets, rights, obligations, and holdings of the Ministry of Higher Education, Research, and Innovation relating to research and innovation are hereby transferred to the Research and Innovation Authority, and the officers of this ministry concerned with research and innovation are hereby transferred to it with their same financial grades.

Article VI

The phrases “Ministry of Higher Education, Research, and Innovation” and “Minister of Higher Education, Research, and Innovation” are hereby replaced with the phrases “Research and Innovation Authority” and “President of the Research and Innovation Authority” wherever they occur in laws and royal decrees relating to research and innovation.

Article VII

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VIII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 94/2020 Establishing the Ministry of Economy, Determining Its Mandates, and Adopting Its Organisational Structure,

Royal Decree 100/2020 Establishing the Oman Vision 2040 Implementation Follow-Up Unit, Determining Its Competences, and Adopting Its Organisational Structure,

and Royal Decree 10/2026 Determining the Mandates of the Secretariat General of the Council of Ministers and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The mandates of the Ministry of Economy are hereby determined in accordance with the attached annex 1.

Article II

The Organisational Structure of the Ministry of Economy is hereby adopted in accordance with the attached annex 2.

Article III

The Oman Vision 2040 Implementation Follow-Up Unit is hereby merged into the Ministry of Economy; all allocations, assets, rights, obligations, and holdings of the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the ministry; and all the officers of this unit are hereby transferred to it with their same financial grades.

Article IV

Subject to the provisions of the mentioned Royal Decree 10/2026, the phrases “Oman Vision 2040 Implementation Follow-Up Unit” and “Chairman of the Oman Vision 2040 Implementation Follow-Up Unit” are hereby replaced with the phrases “Ministry of Economy” and “Minister of Economy” wherever they occur in laws and royal decrees.
